The Minimum Language Proficiency Requirement (for Applications Received on or after May 04, 2013)
When completing their online Express Entry profile or Application for Permanent Residence (APR), foreign nationals would need to record a score for each language skill area. They would need to do this for demonstrating that they meet the thresholds prescribed by the Minister for proficiency in either English or French for each of the four language skill areas. The four language skill areas typically include:
- Reading
- Writing
- Listening and,
- Speaking
Doing so would enable them to demonstrate that they meet the prescribed requirements of at least one of the three federal programs included in Express Entry. This is in accordance with the provisions specified in R75 (2) (d).

Therefore, applicants would need to show that they meet the required level of language proficiency in all four language skill areas. For this, they would need to submit the results of an English or French language test from a designated testing organisation at the time they submit their application to the Centralised Intake Office (CIO).
The authorities have mentioned that the language test results must be less than two years old at the time of receipt of application. Only then would they use these language test results as conclusive evidence of an applicant’s language proficiency. It is worth noting that the authorities will not consider any other evidence to assess an applicant’s language proficiency. This is in accordance with the provisions specified in R74 (7).
