Situations could arise where the Case Processing Centre in Mississauga (CPC-M) and the Case Processing Centre in Vegreville (CPC-V) will need to refer some sponsorship applications to the local offices of Immigration, Refugees and Citizenship Canada (IRCC) for investigation. The Case Processing Centre (CPC) will then need to assess the application in light of the new information. Thereafter, it will need to provide a recommendation on the sponsorship.
The staff at the Case Processing Centres (CPCs) will remain responsible for entering the recommendation on the sponsorship in the Case Processing Centre System (CPCS).
In order to refer a case to Immigration, Refugees and Citizenship Canada (IRCC), the case will need to involve:
- Suspected violation of the Immigration and Refugee Protection Act (IRPA), which could lead to an A44 (1) report and enforcement action against the sponsor
- This would usually include cases where criminal charges are pending against permanent resident sponsors, which might also result in the suspension of the processing of the application
- Cases of suspected misrepresentation on eligibility criteria, involving, for instance, employment letters or financial requirements and,
- Cases where officers at the Case Processing Centre (CPC) believe that an interview is essential for assessing an application properly
