Officers must note that the authorities have not suspended LMOs for individual positions. This is especially so in those cases where an officer had already approved the work permit application to the foreign national. This officer could be:
- An officer belonging to Citizenship and Immigration Canada or,
- A Border Services Officer (BSO)
Therefore, situations could arise where the foreign national possesses a Letter of Introduction (LOI) issued by Citizenship and Immigration Canada. In these cases, the BSO would issue the work permit. The BSO would assume that the foreign national has met all criteria at the time of seeking entry. These criteria would include:
- Eligibility criteria and,
- Admissibility criteria
