The Review of Applications for Completeness
The Case Processing Centre in Vegreville (CPC-V) will need to review all sponsorship and application for permanent residence forms and supporting documents. This would enable it to confirm that the sponsors have completed the following documents and included them in their submission:
- Completed and signed sponsorship forms
- The application must only list the sponsor’s spouse or common-law partner and their dependent children
- Completed and signed applications for permanent residence and,
- Proofs of payment of correct fees at a bank
The Guidelines in Case the Application is Not Complete
In some cases, officers might find that the application is not complete. In such cases, the Case Processing Centre in Vegreville (CPC-V) will need to return the application and all documents to the sponsor. It will need to return the Handling Public Moneys (HPM) receipt to the sponsor as well. For more details on this, officers will need to go through the provisions specified in R12.
The Guidelines in Case the Application is Complete
In case the application is complete, the Case Processing Centre in Vegreville (CPC-V) will need to:
- Enter the basic data information into the Customs Processing Centre System (CPCS) and,
- Assess the sponsor’s eligibility – for more details on this, officers would need to go through the section titled ‘The Guidelines for Assessing a Sponsor’s Eligibility’ that appears subsequently in this document i.e. section 13 of IP 2 and,
- Complete the eligibility check – for more details refer to Appendix A
The Guidelines in Case the Sponsor Meets the Sponsorship Requirements
In case the sponsor meets the prescribed sponsorship requirements, the Case Processing Centre in Vegreville (CPC-V) will need to assess the application for permanent residence. For more details, officers will need to go through the provisions specified in IP 8.
The Guidelines in Case the Sponsor Does Not Meet the Sponsorship Requirements
In case the sponsor does not meet the prescribed sponsorship requirements, the Case Processing Centre in Vegreville (CPC-V) will need to verify the application for the sponsor’s choice of option to discontinue. This is especially so if the sponsor is ineligible.
For more details, officers will need to go through:
- The section titled ‘The Guidelines Concerning Discontinued Undertakings and the Refund of the Permanent Residence Application Fees’ i.e. section 5.39 of IP 2 and,
- The section titled ‘The Procedures for Handling a Discontinued or Withdrawn Undertaking’ that appears subsequently in this document i.e. section 12 of IP 2
The Guidelines for the Sponsorship of Other Family Members in Canada
It is worth highlighting that the Regulations do not permit the sponsorship of other family class members from within Canada. As such, the officers at the Case Processing Centre in Vegreville (CPC-V) will need to advise the sponsor to consult the application guide for details on sponsoring other members of the family class from outside Canada or the guide on applications in Canada made under Humanitarian and Compassionate (H&C) grounds. Sponsors have the ability to submit Humanitarian and Compassionate (H&C) applications with or without a sponsorship. For more details, officers would need to refer to the provisions given in IP 5.
