In a general draw for the In-Demand Skills Stream, 649 invitations were issued. This stream targets workers in occupations facing labor shortages. 3. Ontario Employer Job Offer: Foreign Worker Stream

Eligibility Requirements for Employer Job Offer: International Student Stream
To qualify for this stream, applicants must meet the following criteria:
- Job Offer Requirements: Applicants need to have a permanent and full-time job offer in an NOC TEER category 1, 2, or 3 role, or in a Skill Type 0 or Skill Levels A or B position that meets Ontario’s lower wage levels and is essential to the business. If already employed in the position, the wage offered must be at least equal to the current wage.
- Educational Requirements: Applicants must have either:
- Graduated or completed the requirements for a full-time degree of at least two years from a publicly-funded Canadian college or university; OR
- Graduated or completed the requirements for a full-time post-graduate diploma program of at least one year from a publicly-funded Canadian college or university.
- Study Location: At least half of the academic program must have been completed in Canada.
- Application Timeline: Applicants must apply within two years of completing the above-mentioned educational program.
- Legal Status: Applicants must hold a legal status in Ontario.
Employer Job Offer: In-Demand Skills Stream
This stream targets candidates with specific skilled in-demand in Ontario. To qualify, applicants must have:
- A permanent and full-time job offer under certain occupations in the agriculture or construction sector and meets the median wage in Ontario for the occupation (see table below), and in a position that is necessary to the business.
- For those already working in the position, the proposed wage must be equal to or greater than the current wage being paid.
- 9 months of cumulative work experience in the last three years in one of the eligible occupations. Experience must be paid and full time or the equivalent amount in part-time work in Ontario.
- Seasonal work does not count.
- Equivalent of Canadian high school education or higher.
- Valid certificate or license at the time of application for any claimed work experience that requires it.
- Minimum CLB/NCLC 4 in English or French in all language competencies.
- Live abroad, or be working, studying or visiting Canada on a valid permit;
- Intention to settle in Ontario.
Eligibility Requirements for Employer Job Offer: Foreign Worker Stream
To be eligible for this stream, applicants must fulfill the following criteria:
- Job Offer Requirements: Applicants must have a permanent and full-time job offer in an NOC TEER category 1, 2, or 3 role that meets Ontario’s median wage levels and is essential to the business. If already employed in the role, the offered wage must be at least equal to the current wage.
- Work Experience: Applicants need to have accumulated two years of relevant work experience within the last five years before applying.
- Licensing Requirements: If the job requires mandatory licensing in Ontario, applicants must possess the relevant license.
- Residency Status: Applicants must either be living outside of Canada or be legally working, studying, or visiting Canada on a valid permit.
- Settlement Intent: Applicants must have the intention to settle in Ontario.
