The Manitoba Provincial Nominee Program (MPNP) has issued 1,304 Letters of Advice to Apply (LAAs) for permanent residence in Expression of Interest (EOI) Draw #282, held on October 22, 2026.
This was the 21st MPNP selection round of 2026 and the province’s largest since July. It was built around two top-scoring selections under the Skilled Worker in Manitoba pathway, one for candidates who completed post-secondary study in Manitoba and one open to all eligible Skilled Worker in Manitoba profiles, alongside a strategic recruitment selection under the Skilled Worker Stream.
Draw Breakdown
| Selection | LAAs issued | Minimum ranking score |
|---|---|---|
| Skilled Worker in Manitoba — completed post-secondary study in Manitoba (top scoring) | 734 | 816 |
| Skilled Worker in Manitoba — overall top scoring | 513 | 846 |
| Skilled Worker Stream — strategic recruitment | 57 | Not published |
| Total | 1,304 |
Of the 1,304 LAAs issued, 353 went to candidates who declared a valid Express Entry profile number and job seeker validation code.
Manitoba Graduates Lead the Round
The largest selection considered top-scoring profiles in which the applicant or their spouse declared having completed post-secondary education in Manitoba. It issued 734 LAAs, with the lowest-ranked invited candidate scoring 816.
That is a larger and slightly less competitive selection than the last Manitoba-graduate round in Draw #279 on September 10, which issued 508 LAAs at a minimum score of 825.
Candidates selected this way must be able to document that they or their spouse completed a post-secondary program in Manitoba, for example with a diploma and transcript. The MPNP advises candidates who cannot do so to consider declining their LAA.
Overall Top-Scoring Selection
A second selection considered all eligible Skilled Worker in Manitoba profiles, regardless of occupation or education, and issued 513 LAAs to candidates scoring 846 or higher. Recent rounds have mostly targeted specific occupational groups, so a selection open to the whole Skilled Worker in Manitoba pool gives a wider range of candidates a chance at an invitation.
Skilled Worker Stream — Strategic Recruitment
A further 57 LAAs went to profiles submitted under the Skilled Worker in Manitoba or Skilled Worker Overseas pathways that declared being directly invited by the MPNP through a strategic recruitment initiative. That is down from 83 in Draw #281 on October 8.
| Strategic recruitment initiative | LAAs issued |
|---|---|
| Employer Services | 21 |
| Francophone Community | 16 |
| Regional Communities | 15 |
| Temporary Public Policy (TPP) | 3 |
| Ethnocultural Communities | 2 |
| Total | 57 |

Manitoba Passes 8,500 Invitations for 2026
Draw #282 brings the MPNP’s 2026 total to 8,527 Letters of Advice to Apply across 21 rounds. It is the second-largest round of the year, behind only the 2,146 LAAs issued on July 16, and almost four times the size of Draw #281 (340). Manitoba has kept its two-week Thursday rhythm through October.
Why Some Eligible Candidates Were Not Invited
The MPNP notes that candidates who met the selection criteria but did not receive an LAA may have been passed over for one of two reasons:
- They indicated they had taken an approved third-party language test but did not provide a valid test number in their EOI, or the test result is no longer valid.
- They indicated they had received an Invitation to Apply under a strategic recruitment initiative but did not provide a valid invitation number.
Candidates in either situation can update their EOI to be considered in the next draw from the pool.

A Manitoba provincial nomination adds 600 points to a candidate’s Comprehensive Ranking System (CRS) score under the federal Express Entry system, effectively guaranteeing an invitation to apply in a subsequent federal round.
