The Minister has the authority to facilitate:
- The registration of foreign nationals with the Job Bank and,
- The confirmation of these registrations
Therefore, the Minister might confirm that a specific combination of an express entry profile number and a Job Seeker validation code corresponds to a valid expression of interest submitted by a foreign national to the Department of Employment and Social Development. This is in accordance with the rights specified in section 10.4 of the Immigration and Refugee Protection Act (IRPA).
The Disclosure to the Province: The Minister also has the authority to disclose to the officials responsible for the administration of the provincial nominee program of a province certain personal information pertaining to a foreign national included in the express entry pool of candidates. These provinces would typically comprise:
- Alberta
- British Columbia
- Manitoba
- New Brunswick
- Newfoundland and Labrador
- Nova Scotia
- Northwest Territories
- Ontario
- Prince Edward Island
- Saskatchewan and,
- Yukon
This is in accordance with the rights specified in section 10.4 of the Immigration and Refugee Protection Act (IRPA).
For instance, the Minister could reveal the following personal information about a particular foreign national:
- The express entry profile number
- The surname and the date of birth
- This is applicable in a case where the province is conducting a search for the foreign national using the express entry profile number and job seeker validation code provided by the foreign national to them
- Details of whether the foreign national has a relative who is a Canadian citizen or a permanent resident residing in that province
- Details of whether the foreign national has a relative who is a Canadian citizen or a permanent resident residing in Canada
- The primary occupation
- The years of work experience in one or more occupations listed in the National Occupational Classification (NOC) matrix at Skill Type 0 Management Occupations or Skill Levels A or B
- The years of work experience in Canada in one or more occupations listed in the National Occupational Classification (NOC) matrix at Skill Type 0 Management Occupations or Skill Levels A or B
- The years of work experience in a skilled trade
- Details on whether the foreign national has a certificate of qualification in a trade occupation issued in Canada
- The highest level of education
- Details on whether the foreign national has studied in Canada
- Details on the language proficiency of the foreign national in English and French in all the language skill areas
- The number of family members accompanying the foreign national to Canada
- Details on whether the authorities have assessed whether the foreign national has the minimum necessary income
- The designated first Canadian official language
- The age
- The total number of points assigned to them under the Comprehensive Ranking System (CRS)
- The day on which they submitted their expression of interest and,
- The day on which their expression of interest expires
