The city of Sudbury in Northern Ontario was successful in recommending 11 candidates in its first year of operating the Rural & Northern Immigration Pilot (RNIP), despite the impact of the coronavirus crisis.
The candidates and their families – a total of 25 newcomers – are currently establishing themselves in the city as they go through the process of becoming Canadian permanent residents.
The RNIP is designed to help bring new skilled worker immigrants to smaller communities.
It is a five-year federal immigration pilot, designed to help smaller communities with aging populations and labour shortages, which struggle to attract and retain new immigrants.
To be included in the pilot, communities must:
- Have a population of 50,000 or less and be located at least 75km from the core of a Census Metropolitan Area, OR
- Have a population of up to 200,000 people and be considered remote from other larger cities, according to the Statistics Canada Remoteness Index.
Steps to Permanent Residence
- Candidates must check they meet both the federal government eligibility requirements and community-specific requirements (see below).
- Find an eligible job with an employer in one of the participating communities (listed below).
- Candidates with a job offer can submit an application for recommendation to the community.
- Candidates with a community recommendation can apply for permanent residence.
How The RNIP Works In Sudbury
In Sudbury, candidates are ranked in a pool using a points-based system similar to the federal Express Entry system.
It has a list of 20 target occupations through the RNIP, with the intention of bringing in skilled workers to the mining supply and services and tourism sectors. Applications from any sector will also be accepted from candidates already living in Sudbury.

Sudbury RNIP: Job-Offer Requirements
- The job offer must be for a full-time and permanent position for a minimum of 1,560 hours a year and 30 hours per week.
- Remuneration must match the prevailing wage for the job being offered.
Sudbury RNIP: Employer Requirements
The employer must:
- Be located within Sudbury or within a commutable distance.
- Have been in active business in Sudbury for at least one year.
- Satisfy officials that efforts have been made to fill the position with a local candidate.
