Ontario’s Employer Job Offer category under the Ontario Immigrant Nominee Program (OINP) provides pathways for individuals with a job offer in Ontario to apply for Canadian permanent residence. The streams operate under an Expression of Interest (EOI) system and require applicants to have a full-time, permanent job offer.
The three streams are:

A Regional Economic Development Pilot supports all three streams to help fill labour shortages in smaller communities.
Employer Job Offer: Foreign Worker Stream
This stream is for experienced foreign workers with a job offer in a skilled occupation (NOC TEER 0, 1, 2, or 3). It is open to applicants both inside and outside Canada. Physicians may apply without a job offer under specific conditions.
Job Offer Requirements:
- Must be full-time (at least 30 hours/week, 1,560 hours/year) and permanent.
- Must be in a TEER 0–3 occupation.
- Must offer a wage that meets or exceeds the median wage for the occupation in the region.
- Must be urgently needed to support the employer’s business operations.
- The job must primarily take place in Ontario.
- Applicants and family members must not own more than 10% equity in the business unless it was part of an employee compensation package.
Applicant Requirements:
- Must receive an invitation to apply through the EOI system.
- Must have:
- Two years of cumulative full-time (or equivalent part-time) work experience in the same occupation (NOC) as the job offer within the last five years, or
- A mandatory licence or authorization for regulated occupations in Ontario.
- Must demonstrate intent to reside in Ontario.
- Must have legal status in Canada, or be in maintained status, if applying from within Canada.
Employer Job Offer: International Student Stream
This stream is for recent graduates of eligible Canadian institutions who have a job offer in a skilled occupation (TEER 0, 1, 2, or 3).
Job Offer Requirements:
- Full-time, permanent offer in a TEER 0–3 occupation.
- Wage must meet or exceed the low wage level for the region.
- The position must be urgently required by the employer.
- The job must primarily take place in Ontario.
- Applicant or family equity in the business must be under 10%.
Applicant Requirements:
- Invitation to apply through the EOI system.
- Must have completed one of the following within the last two years:
- Two-year undergraduate diploma or degree from an eligible Canadian institution.
- One-year graduate degree, diploma or certificate from an eligible institution.
- More than half of the studies must have been completed in Canada.
- Must intend to reside in Ontario.
- Must have legal status in Canada, or be in maintained status.
Employer Job Offer: In-Demand Skills Stream
This stream targets foreign workers in specific TEER 4 or 5 occupations in agriculture, construction, manufacturing, and other sectors facing labour shortages.
Job Offer Requirements:
- Full-time, permanent position in eligible NOC 4 or 5 occupation.
- Must be located in or outside the Greater Toronto Area, depending on NOC.
- Wage must meet or exceed the median wage for the region.
- Job must be urgently required and take place primarily in Ontario.
- Equity ownership restrictions apply as in other streams.
Applicant Requirements:
- Invitation to apply through the EOI system.
- At least 9 months of cumulative full-time work experience in Ontario in the same occupation within the last 3 years.
- CLB level 4 or higher in English or French.
- Canadian high school diploma or equivalent (ECA required for foreign education).
- Must intend to reside in Ontario.
- Must have legal or maintained status if applying from within Canada.
Employer Requirements For All Three Streams:
- Business must have been operating for at least three years.
- Must have premises in Ontario and be compliant with labour regulations.
- Must meet revenue thresholds:
- $1 million annual revenue inside GTA
- $500,000 outside GTA
- Must employ:
- At least 5 full-time Canadian citizens/permanent residents inside GTA
- At least 3 outside GTA
- Must submit a completed Employer Form and may need to show domestic recruitment efforts (if applicant is outside Ontario or abroad).
Regional Economic Development Pilot
This initiative enhances the Employer Job Offer streams by targeting specific communities with persistent labour shortages.
Eligible communities:
- Lanark County
- Leeds and Grenville
- Sarnia-Lambton
- Thunder Bay
Applicants do not need a separate application. Those with eligible job offers in these regions can benefit from targeted draws.

Candidates are awarded points based on multiple factors. These points influence the chances of receiving an invitation to apply. Criteria differ slightly by stream.
