Newfoundland and Labrador issued 131 Invitations to Apply (ITAs) on October 9, 2026, with 130 going to candidates under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and one issued through the Atlantic Immigration Program (AIP).
It is the province’s first selection round in two weeks, following the 41 invitations issued on September 25, and its first round of October.

The Largest Round Since Late August
At 131 invitations, this is the largest round Newfoundland and Labrador has held since August 26, when it issued 140. It is more than three times the size of the September 25 round and larger than any of the province’s four September rounds, which ranged from 36 to 97 invitations.
The longer gap between rounds may partly explain the larger number. The province had been holding rounds roughly weekly through September before pausing for two weeks ahead of this one.
AIP Invitations Remain Minimal
The single AIP invitation matches the one issued on September 18. Of the five rounds held since the start of September, three included no AIP selections at all.
The Atlantic Immigration Program is employer-driven. Candidates need a job offer from a designated Atlantic Canadian employer before they can be considered, so AIP volumes tend to follow designated-employer demand rather than the size of the EOI pool.

Across seventeen selection rounds so far in 2026, the Office of Immigration and Multiculturalism has issued 2,826 ITAs in total — 2,430 under the NLPNP and 396 through the Atlantic Immigration Program.

How Newfoundland and Labrador Selects Candidates
Since February 19, 2025, both the NLPNP and the province’s share of the Atlantic Immigration Program have operated through a single Expression of Interest pool. Candidates submit an EOI profile rather than a full application, and the Office of Immigration and Multiculturalism reviews the pool and issues Invitations to Apply in batches through the year.
Only candidates who receive an ITA may submit a complete application. EOIs that are not selected remain in the pool until they expire or are withdrawn, and the province does not announce the dates of its rounds in advance.

Express Entry and the NLPNP
Candidates nominated through the NLPNP Express Entry Skilled Worker category receive an additional 600 points toward their Comprehensive Ranking System (CRS) score, which in practice guarantees an invitation in a subsequent federal Express Entry round.
