The Manitoba Provincial Nominee Program (MPNP) has issued 766 Letters of Advice to Apply (LAAs) for permanent residence in Expression of Interest (EOI) Draw #276, held on July 30, 2026.
This was the 15th MPNP selection round of 2026. Draw #276 spanned several components of the program — occupation-specific and top-scoring selections under the Skilled Worker in Manitoba pathway, a Francophone selection, and a Skilled Worker Stream round for candidates invited through strategic recruitment initiatives.

Skilled Worker in Manitoba — occupation-specific selections
The MPNP issued 74 LAAs to profiles declaring current employment in Manitoba in a set of targeted National Occupational Classification (NOC) 2021 unit groups. The unit groups considered in this selection were:
- 21390 – Aerospace Engineers
- 22313 – Aircraft Instrument, Electrical and Avionics Mechanics, Technicians and Inspectors
- 31102 – General practitioners and family physicians
- 70012 – Facility operation and maintenance managers
- 72404 – Aircraft Mechanics and Aircraft Inspectors
- 72600 – Air pilots, flight engineers and flying instructors
- 93200 – Aircraft Assemblers and Aircraft Assembly Inspectors
Skilled Worker in Manitoba — top-scoring profiles
A further 605 LAAs went to top-scoring profiles declaring current employment in Manitoba in broad occupational category 9 – occupations in manufacturing and utilities. The lowest-ranked candidate invited in this selection held a ranking score of 632.
Francophone selection
17 LAAs were issued to profiles that declared French as their language of communication with the MPNP and provided a valid French-language test result.
Skilled Worker Stream — strategic recruitment
The remaining 70 LAAs were issued under the Skilled Worker in Manitoba or Skilled Worker Overseas pathway to candidates who declared being directly invited by the MPNP through a strategic recruitment initiative. These broke down as follows:
- Employer Services: 20 LAAs
- Francophone Community: 25 LAAs
- Ethnocultural Communities: 12 LAAs
- Regional Communities: 6 LAAs
- Temporary Public Policy (TPP): 7 LAAs
Of the 766 LAAs issued in this draw, 94 went to candidates who declared a valid Express Entry profile number and job seeker validation code. A provincial nomination adds 600 points to a candidate’s Comprehensive Ranking System (CRS) score under the federal Express Entry system, effectively guaranteeing an invitation to apply in a subsequent federal draw.

Context and Eligibility Notes
Under the Skilled Worker Stream, only candidates who had been directly invited by the MPNP through a strategic recruitment initiative or through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates were considered in this draw.
The province noted that some candidates who appeared to meet the draw criteria may have been excluded for one of the following reasons: they indicated they had taken an approved third-party language test but did not provide a valid test number in their EOI, their language test was no longer valid, or they indicated they had received an invitation under a strategic recruitment initiative but did not provide a valid invitation number.
Candidates who indicated they are working in a regulated occupation and are fully licensed to work in Manitoba were selected in this draw. The MPNP cautioned that it may refuse full applications from candidates who are not actually working in a regulated occupation or who fail to provide proof of the necessary licensing steps.
Candidates who receive an LAA have 60 days to submit a complete application to the MPNP. Those who receive a provincial nomination can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
