Manitoba has conducted a major new draw through the Manitoba Provincial Nominee Program, issuing 941 letters of advice to apply majoring on skilled workers and international students.
The May 2 draw saw LAAs issued through three MPNP streams.
Skilled Workers in Manitoba candidates in specific occupations received 488 LAAs.
The following occupations were targeted:
- 33102 – Nurse aides, orderlies and patient service associates
- 60020 – Retail and wholesale trade managers
- 731 – General construction trades
- 12 – Administrative and financial supervisors and specialized administrative occupations
- 14 – Administrative and financial support and supply chain logistics occupation
- 22 – Technical occupations related to natural and applied sciences
International Education Stream candidates received 427 LAAs.
The remaining 26 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 796.

Manitoba announced that out of the 941 candidates invited, 181 possessed valid Express Entry IDs and job seeker validation codes. For comprehensive details regarding the requirements for all featured streams in this draw, please refer below.
In a subsequent draw on April 30, Manitoba extended invitations to 451 candidates through its dedicated pathway for Ukrainians seeking refuge from the conflict with Russia. These invitations marked the conclusion of Manitoba’s special measures for Ukrainians, which expired on April 30.
To qualify, candidates needed to meet the following criteria:
- Citizenship of Ukraine
- Minimum CLB 4 proficiency in each language band
- Established connection to Manitoba (through close relatives, family-like connections, community ties, previous employment, or studies in Manitoba)
- Possession of a valid language test
- Score of at least 60 points based on MPNP assessment criteria
- Fulfillment of all other requirements of the Skilled Worker Overseas Pathway, including adequate settlement funds.

Skilled Worker in Manitoba Stream (SWM) Eligibility
The Skilled Worker in Manitoba Stream (SWM) caters to the workforce needs of Manitoba employers, selecting foreign-trained workers and nominating them for Canada permanent residence. Candidates demonstrating a strong connection to Manitoba are prioritized, with two pathways available:
- a) Manitoba Work Experience Pathway: For candidates currently employed in Manitoba under temporary work permits or as international graduates from any province, irrespective of working in In-Demand Occupations.
- b) Employer Direct Recruitment Pathway: Tailored for overseas applicants with job offers from approved Manitoba employers.
Skilled Worker Overseas Stream (SWO) Qualifications
The Skilled Worker Overseas Stream (SWO) offers a dedicated Canada Express Entry Pathway and a direct provincial pathway for international skilled workers proficient in Manitoba’s In-Demand Occupations. Preference is given to applicants and spouses with close family ties, language proficiency, training, and job-seeking experience.
- a) Manitoba Express Entry Pathway: Open to international candidates eligible under another MPNP stream and meeting Express Entry criteria, possessing skills, training, and experience in one of Manitoba’s In-Demand Occupations, along with a strong family connection to the province.
- b) Human Capital Pathway: Designed for skilled workers abroad with expertise in Manitoba’s In-Demand Occupations, demonstrating the potential to secure employment soon after arriving in Manitoba.
International Education Stream (IES) Requirements
The International Education Stream (IES) caters to graduates from Manitoba colleges and universities, offering three pathways without a mandatory six-month work requirement:
- Career Employment Pathway: For graduates completing a one-year or longer course from an eligible post-secondary Manitoba institution within three years of application submission, possessing a full-time job offer in a Manitoba In-Demand occupation related to their degree, and residing in Manitoba.
- Graduate Internship Pathway: Tailored for Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships, enabling nomination through internships without a job offer in the province.
- Student Entrepreneur Pathway: Available for graduates completing a two-year or longer course from an eligible post-secondary Manitoba institution, boasting six months of business operation experience in Manitoba, residing in Manitoba since graduation, with no specific minimum personal net worth requirement.
