Appendix D – Federal Skilled Workers – Assessing Against the Selection Criteria
Officers would need to determine whether skilled workers, as members of the Federal Skilled Worker Class, have the ability to establish themselves economically in Canada. For this purpose, they would need to evaluate the applicants vis-à-vis the selection criteria specified under R76 (1).
The applicants will typically provide information and documents along with the application. Therefore, the officers would need to award points to the applicant based on the following selection criteria:
- Education
- Official Language Proficiency
- Work Experience
- Age
- Arranged Employment and,
- Adaptability
Situations could arise where the applicant’s total score is equal to or greater than the pass mark set by the Minister. In this scenario, the Centralised Intake Office (CIO) would need to forward the entire application to the office identified by the applicant. In addition, the Centralised Intake Office (CIO) would also need to forward the result of their initial assessment against the selection criteria to this office. This office would typically process the IMM 0008 for a final decision.
Similarly, situations could arise where the applicant’s total score is less than the pass mark set by the Minister. In this scenario, the Centralised Intake Office (CIO) would need to:
- Make a negative selection decision
- Record the outcome and the reasons in the Global Case Management System (GCMS) and,
- Send a letter to the applicant informing the applicant that the authorities have refused the application
