Canadian Prime Minister Stephen Harper has vowed that Canada will not allow foreign workers to become a “permanent underclass” with no hope of citizenship. PM Harper stressed that while the government doesn’t want immigrants taking jobs that Canadians are available to do, long-term immigrants would be able to become permanent citizens of Canada.
