Quebec has invited 519 people to apply for permanent selection through Arrima in its September 24, 2026 rounds under the Programme de sélection des travailleurs qualifiés (PSTQ), also known as the Skilled Worker Selection Program.
The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) issued invitations in all four PSTQ streams. Stream 2 (intermediate and manual skills) accounted for the largest share, with 316 invitations.
For Streams 1, 2 and 3, MIFI extracted profiles from the Arrima bank on September 21, 2026 at 1:10 p.m. For Stream 4, Quebec lists the extraction as September 24, 2026 at 1:10 p.m.

Each stream was split into several invitation exercises, each with its own occupation list and minimum score. The figures below are taken from the official invitation criteria published by the Quebec government.
Stream 1 – Highly Qualified And Specialized Skills (86 Invitations)
All three Stream 1 exercises required a main occupation in TEER 0, 1 or 2, no intention to practise a regulated profession, at least 12 months of experience in the main occupation in the last five years, French at level 7 or higher (oral) and level 5 or higher (written), a spouse (if applicable) at level 4 or higher in oral French, residence in Québec, and a Québec diploma from a program of at least one year of full-time study.
- Exercise 1 – 37 invitations, minimum score 634: health, science and social services occupations, including physicists and astronomers (21100), biologists (21110), physician assistants, midwives and allied health professionals (31303), pharmacy technicians (32124), social and community service workers (42201), early childhood educators and assistants (42202) and instructors for persons with disabilities (42203).
- Exercise 2 – 8 invitations, minimum score 706: food service supervisors (62020) and chefs (62200).
- Exercise 3 – 41 invitations, minimum score 696: engineering, technology and skilled trades occupations, including engineering managers (20010), data scientists (21211), cybersecurity specialists (21220), industrial and manufacturing engineers (21321), welders (72106), carpenters (72310), industrial mechanics (72400), heavy-duty equipment mechanics (72401) and crane operators (72500).
Compared with the August 27 round, the Exercise 1 cut-off fell from 639 to 634 and the food service cut-off fell from 710 to 706, while the engineering and trades cut-off rose slightly from 694 to 696.
Stream 2 – Intermediate And Manual Skills (316 Invitations)
Stream 2 candidates needed French at level 5 or higher (oral), a spouse (if applicable) at level 4 or higher in oral French, residence in Québec, at least 24 months of experience in the main occupation in the last five years (including at least 12 months in Québec), and qualifying education.
- Exercise 1 – 48 invitations, minimum score 631: TEER 3, 4 or 5 health and education support occupations — medical administrative assistants (13112), medical laboratory assistants (33101), nurse aides, orderlies and patient service associates (33102), pharmacy assistants (33103), elementary and secondary school teacher assistants (43100) and home support workers and caregivers (44101).
- Exercise 2 – from 10 to 15 invitations, minimum score 706: cooks (63200) and light duty cleaners (65310).
- Exercise 3 – fewer than 5 invitations, minimum score 698: construction, transport and manufacturing occupations, including concrete finishers (73100), roofers (73110), transport truck drivers (73300), construction trades helpers and labourers (75110), aircraft assemblers (93200) and machining tool operators (94106).
- Exercise 4 – 254 invitations, minimum score 611: candidates with a main occupation in TEER 4 or 5, with no occupation list specified.
At 316 invitations, Stream 2 was larger than in the July 30 (296) and July 3 (289) rounds. Quebec did not publish a Stream 2 total for its August 27 round.
Stream 3 – Regulated Professions (110 Invitations)
Stream 3 is reserved for candidates who intend to practise a regulated profession in Québec.
- Exercise 1 – 69 invitations, minimum score 631: regulated health, education and social services professions in TEER 0, 1 or 2, including physicians (31100, 31101, 31102), dentists (31110), pharmacists (31120), physiotherapists (31202), registered nurses (31301), nurse practitioners (31302), licensed practical nurses (32101), teachers (41220, 41221), social workers (41300) and early childhood educators (42202).
- Exercise 2 – 37 invitations, minimum score 697: regulated engineering and skilled trades occupations, including civil, mechanical, electrical and aerospace engineers (21300, 21301, 21310, 21390), electricians (72200, 72201), plumbers (72300), carpenters (72310), heating, refrigeration and air conditioning mechanics (72402) and crane operators (72500).
- Exercise 3 – fewer than 5 invitations, minimum score 696: regulated TEER 3, 4 or 5 construction occupations, such as concrete finishers, tilesetters, roofers, glaziers, painters and construction trades helpers.
- Exercise 4 – fewer than 5 invitations, minimum score 380: regulated professions in TEER 4 or 5.
Stream 4 – Exceptional Talent (7 Invitations)
- Exercise 1 – fewer than 5 invitations: candidates with a positive opinion from a partner of the Ministère in a targeted field and at least 36 months of experience in their main occupation in the last five years.
- Exercise 2 – fewer than 5 invitations: candidates holding a document demonstrating an achievement on the Ministère’s List of Exceptional Achievements, with a doctorate-level education and at least 36 months of experience in their main occupation in the last five years.
Quebec did not publish a minimum score for either Stream 4 exercise.
What Happens Next
Invited candidates can now submit an application for permanent selection to MIFI. A successful applicant receives a Québec Selection Certificate (Certificat de sélection du Québec, or CSQ), which is required before applying to Immigration, Refugees and Citizenship Canada for permanent residence.
Quebec selects its own economic immigrants and does not use the federal Express Entry system, so a PSTQ invitation is separate from any Express Entry profile a candidate may hold.
