Zero Years of Education GCMS Data Issue
Summary
The authorities have issued certain instructions to all application processing offices. These instructions concern the accurate entry of data into the Global Case Management System (GCMS).
The authorities have instructed all application processing offices to ensure that they enter the correct values in the Client Details screen fields in the Global Case Management System (GCMS), with special regard to the fields for:
- The level of education of the client and,
- The number of years of education of the client
Issue
Entering correct values in the data fields in the Global Case Management System (GCMS) is vital. It helps the authorities with various planning and reporting purposes.
Therefore, officers need to ensure accurate completion of the data fields in the Global Case Management System (GCMS). This has special reference to the fields that contain certain client data like:
- The level of education of the client and,
- The number of years of education of the client
Background
The authorities have recently found that Citizenship and Immigration Canada (CIC) systems have been reporting a disproportionate level of zero (0) value records. The authorities have found this to be the case especially in the following two data elements:
- The ‘# of Years of Education’ field and,
- The ‘Level of Education’ field
This inaccurate recording of vital data creates issues for various data stakeholders. These data stakeholders use this information for:
- Planning purposes or,
- Reporting purposes
The authorities have instructed all application processing offices to ensure that they enter correct details in the Global Case Management System (GCMS). This has special reference to the Client Details screen fields in the Global Case Management System (GCMS) that contain certain client data like:
- The ‘# of Years of Education’ field and,
- The ‘Level of Education’ field
All application processing offices would need to ensure that these fields hold the correct values for all applicants. This is even in cases where education is not part of the selection criteria. An example of this could be Family Class (FC) cases. Therefore, officers would need to complete entering accurately in the system:
- The ‘# of Years of Education’ field and,
- The ‘Level of Education’ field
Officers would need to do this in the Client Details screen fields in the Global Case Management System (GCMS). That too, for every client. This is regardless of whether that information is relevant to the decision or not.
The authorities have also decided to ensure that officers from the application processing offices enter these details for all cases. Hence, the authorities plan to make these data fields mandatory. Going forward, this will become the norm in the Global Case Management System (GCMS).
