The Ministerial Instructions prescribe a maximum cap of 25,000 new and complete FSW applications. Thus, officers of the CIC would only process a maximum of 25,000 new and complete FSW applications under the occupation list stream. This cap is currently valid for the period from May 01, 2014 to April 30, 2015. This cap would remain valid unless indicated otherwise in a future Ministerial Instruction.
This maximum overall cap of 25,000 new and complete applications includes:
- A maximum cap of 1,000 complete FSW applications for each eligible occupation in:
- Skill Type 0
- Skill Level A or,
- Skill Level B
This is in accordance with the National Occupational Classification (NOC) version 2011. The Ministerial Instructions contain the entire list of eligible FSW occupations.
In addition, CIC officers would also consider a maximum cap of 500 applications for processing. These applications would:
- Belong to the PhD student or graduate stream and,
- Be valid for the same period
In some situations, the Minister for Citizenship and Immigration has not specified any limit on the number of new applications. This is especially the case with applications that have offers of arranged employment. Therefore, CIC officers would need to process such applications without any limits.
