Applicants would typically submit their electronic Applications for Permanent Residence (e-APRs) in their MyCIC accounts. Here, the system records the date of receipt of the application in the Global Case Management System (GCMS). Thereafter, the system automatically issues an Acknowledgement of Receipt letter to the applicant through their MyCIC accounts.
- For the Federal Skilled Trades Program (FSTP), the Federal Skilled Worker Program (FSWP) and, the Canadian Experience Class (CEC)
- The system locks the age of the principal applicant, their spouse or common-law partner and their dependent children (as applicable) on the date that Citizenship and Immigration Canada receives the electronic Application for Permanent Residence (e-APR)
- For the Provincial Nominee Program (PNP)
- When applying for a Provincial Nominee Program (PNP), the age of the dependent family member becomes locked on the date that a Province and territory (PT) receives an application for nomination as a member of the provincial nominee class
- It is worth noting that the authorities use the same lock-in date principle for processing base Provincial Nominee Program (PNP) applications
- The lock-in date for dependents typically defaults to the Citizenship and Immigration Canada (CIC) application received date (according to the current functionality of the Global Case Management System (GCMS))
- Therefore, processing offices would need to update the lock-in dates for dependents of Provincial Nominee Program (PNP) applicants in the Global Case Management System (GCMS) manually
- Doing so would trigger the appropriate dependent cost recovery fee based on the date the Province and territory (PT) originally received the application for nomination
- Thereafter, the processing office would need to:
- Refund the fees wherever applicable or,
- Request the applicant to pay the appropriate fees
Officers might need further details about principal applicants and their age. This is because these aspects affect the eligibility of the principal applicants. Therefore, the officers would need to refer to the section titled “Exemption to A11.2: Candidates who have a birthday after the Invitation to Apply”.
The Instructions for Updating a Provincial Nominee Program (PNP) Lock-in Date on the Global Case Management System (GCMS)
Situations could emerge where officers need to find the date when the Province or Territory (PT) originally receive the Provincial Nominee (PN) application. For this, the officers would need to select the following in the Global Case Management System (GCMS):
- EE Eligibility followed by,
- PNC Details followed by,
- PT Nomination App Received Date
Here, the officers would need to take the date identified in this field. Thereafter, they would need to copy this value into the Lock-in Date field. It is worth keeping in mind that the Lock-in Date field is in an editable format.
After updating the Lock-in Date field, the system would trigger the appropriate dependent cost recovery fee based on the date the Province and territory (PT) originally received the application for nomination. At this point, the processing office would need to:
- Refund the fees wherever applicable or,
- Request the applicant to pay the appropriate fees
Officers could come across situations where they find no mention of the date on which the Province and territory (PT) received the application in the PT Nomination App Rec’d Date field. To remedy this, the processing officers would need to use the data recorded in the:
- Nomination spreadsheets sent to Citizenship and Immigration Canada (CIC) or the Centralised Intake Office in Sydney (CIO-S) every month or,
- Confirmation of Nomination Letter typically sent by the Province and territory (PT) sent to nominees
Officers would need to request this letter from their applicants. This is because applicants do not require uploading a copy, as part of their complete application.
