Quebec’s Ministry of Immigration, Francization and Integration has issued 273 invitations to apply for permanent selection under Stream 2 for Intermediate and manual skills under the Skilled Worker Selection Program.
The July 31 draw targeted candidates whose main occupation falls within FEER categories 3, 4 or 5, who do not plan to practise a regulated profession, and who meet specific French language requirements – level 5 or higher for the principal applicant and level 4 or higher for an accompanying spouse in oral competencies.

To qualify, candidates also had to:
- Reside in Quebec outside the Montreal Metropolitan Community
- Have at least 24 months of work experience in the past five years, including at least 12 months in Quebec in their main occupation
- Achieve a minimum score of 661 points
Expression of Interest profiles were drawn from the Arrima bank as of July 28, 2025, at 8am.

Quebec’s Skilled Worker Selection Through Arrima
The Arrima system is Quebec’s online platform for managing immigration applications under the PSTQ. It uses a points-based system to assess candidates based on factors such as education, work experience, language skills, and connection to Quebec.
Each invitation round targets candidates who meet specific stream criteria and scoring thresholds. Those invited may submit an official application for permanent selection (Certificat de sélection du Québec – CSQ).
