The authorities would need to send the Confirmation of Permanent Residence (COPR) and the permanent resident visa (if applicable) to the applicant’s address outside of Canada. This is applicable in case the applicant is living outside of Canada. However, the officers would only be able to issue the Confirmation of Permanent Residence (COPR) documents once all the essential persons identified in the Commitment Certificate have obtained the requisite approvals for permanent residence. As such, the following guidelines would come into play:
- The officers would need to send the Confirmation of Permanent Residence (COPR) and the permanent resident visas (if applicable) to the address of the applicants outside Canada
- The officers must not issue permanent resident visas to applicants who received passports issued by the United States of America (USA) or a country identified in the following sections of the Immigration and Refugee Protection Act (IRPA) – refer to Appendix A
- R190 (1) (a)
- R190 (1) (b)
- R190 (2) (b) to R190 (2) (f) or,
- R190 (2) (i)
- The officers would need to inform all approved applicants that they would need to present their Confirmation of Permanent Residence (COPR) and permanent resident visa (if applicable) to the officers at a Canadian port of entry
- This is in accordance with the provisions specified under R71.1 (1) – refer to Appendix B
- Situations could arise where the officers approve an application from a temporary resident in Canada, who is a member of a class referred to in R70 (2) (a) or R70 (2) (b) – refer to Appendix C. In this scenario, the officers would need to:
- Send the Confirmation of Permanent Residence (COPR) and the permanent resident visa counterfoil (if applicable) to the applicant’s address in Canada and,
- Inform the applicant that, to become a permanent resident, the applicant would need to either:
- Present the Confirmation of Permanent Residence (COPR) and the permanent resident visa counterfoil (if applicable) to an officer at a Canadian port of entry or,
- Contact the Citizenship and Immigration Canada (CIC) Call Centre for requesting an appointment at a local Citizenship and Immigration Canada (CIC) office, along with their family members, if applicable
- This is in accordance with the provisions specified under R71.1 (2)
It is worth mentioning that officers could still request the applicant to provide the original passport, if needed.
