The Ontario Immigrant Nominee Program (OINP) has updated its Employer Guide and related Employer Job Offer stream pages to clarify the minimum number of employees an employer needs at the time of hiring mobile workers.
A mobile worker is a worker who works at more than one “job” location.
When employing mobile workers, the minimum number of employees the employer must have at the location where the applicant will work or report to work can include both:
- employees who work at that location
- employees who report to work at that location
According to the June 17 news release on the official Ontario website, “report to work” location either indicates:
- the location where the applicant’s immediate supervisor or manager works, or
- the location of the administrative office where the applicant will receive work assignments

The minimum number of employees for the report to work location is five if the applicant will report to work at a location in the Greater Toronto Area (GTA), and three if the applicant will report to work at a location outside the GTA.
This announcement came in conjunction with two other news releases on the same day.
The first of these announced that on June 17, 2024, Ontario issued 106 targeted invitations to apply to potential candidates in the Expression of Interest system pool who may qualify for the NOC 42202 – Early childhood educators and assistants under the Employer Job Offer: Foreign worker stream.
The second announced the issuance of 84 targeted ITAs to potential candidates in the EOI system pool who may qualify for the NOC 42202 – Early childhood educators and assistants under the Employer Job Offer: International Student stream.
OINP’s Employer Job Offer streams provide Ontario’s employers with an opportunity to recruit and retain foreign workers to help fill their labour needs.
To qualify as an employer, organizations and individuals must meet program requirements and have made a job offer for a full-time and permanent position to an eligible foreign worker or international student.
The Employer Job Offer streams are as follows:
Employer Job Offer: Foreign Worker stream
- The job offer should be in a skilled occupation at TEER category 0, 1, 2 or 3 of the National Occupational Classification (NOC).
- The applicant must show qualification for the position by demonstrating they have work experience in the same occupation as the job offer or licensing or authorization to do the work where the occupation of the job offer is regulated in Ontario.
Employer Job Offer: International Student stream
- The job offer must be in a skilled occupation at TEER category 0, 1, 2 or 3 of the National Occupational Classification (NOC).
- The applicant must have a degree, diploma or certificate from an eligible Canadian institution that has been completed within two years of submitting their application.
Employer Job Offer: In-Demand Skills stream
- The job offer must be in an eligible occupation at TEER category 4 or 5 of the National Occupational Classification (NOC).
- The applicant must have work experience in Ontario in the same occupation as the job offer and have the equivalent of a Canadian high school diploma and language skills in English and/or French.
