Nova Scotia has streamlined its immigration system by consolidating the Nova Scotia Nominee Program into four core streams. The changes took effect on February 18, 2026, and aim to create clearer pathways for newcomers and employers while improving processing efficiency.
The update reduces 10 separate streams into a modernized structure built around four categories. While the structure has changed, eligibility requirements remain the same.

Four Consolidated NSNP Streams
As of February 18, 2026, the Nova Scotia Nominee Program includes the following streams:
- Nova Scotia Graduate
- Skilled Worker
- Entrepreneur
- Nova Scotia: Express Entry
The province has confirmed that eligibility criteria from previous streams now exist as sub-criteria within these four categories.
How Former Streams Fit Into the New Structure
Although Nova Scotia has consolidated its streams, it has not changed eligibility requirements.
Skilled Worker
- The Construction Worker sub-criteria mirror the former Critical Construction Worker Pilot.
- The Physician sub-criteria mirror the former Physician Stream.
Priority sectors such as Healthcare, Construction and Manufacturing continue to receive focused attention under this stream.
Entrepreneur
- The International Graduate sub-criteria mirror the former International Graduate Entrepreneur Stream.
Nova Scotia Graduate
- The former International Graduates in Demand requirements now fall under this stream.
Nova Scotia: Express Entry
This stream now includes eligibility requirements previously found in:
- Nova Scotia Experience: Express Entry
- Labour Market Priorities
- Labour Market Priorities for Physicians
The consolidated structure brings these pathways together under one streamlined Express Entry category.
What Has Not Changed
Nova Scotia has emphasised that:
- Eligibility criteria remain the same
- Selection procedures for priority occupations remain unchanged
- The Atlantic Immigration Program is not affected
- Existing EOIs and applications in processing remain active
- No action is required from current applicants
The consolidation applies only to new Expression of Interest submissions submitted after February 18, 2026.
Temporary Portal Closure
To support the modernization, the NSNP temporarily closed its application portal from February 13 to February 18, 2026.
Applicants were required to submit any in-progress EOIs before February 13 at 4:00 PM. Submissions not completed by that deadline were automatically cancelled. During the closure:
- Applicants could not upload additional documents
- Some NSNP website pages were temporarily unavailable
- The portal reopened on February 18, 2026
Processing of existing submissions continued as normal during this period.
What This Means For Applicants
For candidates, the changes are primarily administrative. The province has simplified how streams are presented without altering eligibility rules.
Applicants will now navigate four clearly defined streams instead of 10 separate categories. This modernized structure may improve clarity and reduce confusion, particularly for employers and graduates seeking nomination through the Nova Scotia PNP.
Healthcare workers, construction professionals, physicians and international graduates remain key priority groups under the new framework.
The consolidation reflects a broader trend across Canada’s Provincial Nominee Programs toward simplification and efficiency.
