Newfoundland and Labrador issued 359 Invitations to Apply (ITAs) for permanent residence in its latest immigration draw, held on July 10, 2025. The invitations were issued under both the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP), as the province continues to address labour shortages across key sectors.
Of the total ITAs issued, 300 were through the NLPNP while 59 were issued via the AIP. This draw marks the fifth since Newfoundland and Labrador transitioned to its new Expression of Interest (EOI) system earlier this year, streamlining the process of selecting skilled workers suited to the province’s economic needs.

The July 10 draw follows a series of consistent selection rounds in 2025. So far this year, the province has issued a total of 1,095 invitations through the NLPNP and 214 through the AIP, for a combined total of 1,309 invitations.
Newfoundland and Labrador introduced its enhanced EOI system in February 2025 to better align with workforce demands. The system allows candidates to submit a profile indicating their skills, education, and work experience. Profiles are then ranked, and the highest-scoring candidates receive invitations to apply for provincial nomination.
The NLPNP focuses on attracting skilled workers in high-demand sectors such as healthcare, technology, and skilled trades. Meanwhile, the AIP continues to support Atlantic Canadian employers by facilitating the hiring of foreign workers for positions that cannot be filled locally.
Candidates invited in this latest draw now have 60 days to submit a complete application for provincial nomination or endorsement through the AIP.
With labour market needs evolving, Newfoundland and Labrador is expected to maintain regular draws through the remainder of 2025, providing ongoing opportunities for qualified foreign workers to immigrate to the province.
