The Manitoba Provincial Nomination program (MPNP) has reopened its Skilled Worker Overseas Stream to complement the Federal Express Entry processing system. It enables the province to nominate qualified candidates for admission to Canada under the federal Express Entry immigration system, without a sponsoring employer.
The Manitoba Provincial Nomination program (MPNP) is aimed at selecting applicants who have required qualifications including education, experience, language, adaptability and a connection to Manitoba to successfully establish in Manitoba and contribute to the province’s prosperity.
Candidates are evaluated under a point system against selection factors and must score a minimum of 60 points out of a possible 100 from the following factors:
- Education and Training;
- Work Experience;
- Language Ability;
- Age;
- Connection to Manitoba (mandatory)

Successful applicants must demonstrate a sufficient connection to Manitoba including family, job offer, prior work or study in Manitoba.
A maximum of 5500 applications will be accepted in 2015 under the Manitoba Provincial Nomination program.
Applying to the MPNP
Immigration to the MPNP is a three-step process:
STEP 1:
Applicants who are eligible under one of the MPNP application streams may submit an online Expression of Interest.
STEP 2:
Applicants who have submitted an Expression of Interest for consideration under MPNP will enter a pool with other candidates. Applicants will be ranked according to the points’ grid, awarding points for language, age, work experience, education and adaptability. Applicants with the highest scores will receive an invitation to submit an MPNP application.
STEP 3:
Applicants who receive an invitation must submit a full application to MPNP. Once nominated by MPNP, applicants must submit an application to the federal government. Applicants with a pending profile under Federal Express Entry will receive an additional 600 Comprehensive Ranking Points.
