Manitoba has invited 862 candidates to apply for provincial nomination under the Manitoba Provincial Nominee Program (MPNP) in its latest Expression of Interest (EOI) draw, held on October 9, 2025.
The draw focused heavily on health-related occupations and strategic recruitment initiatives, continuing Manitoba’s efforts to fill key labour shortages and strengthen regional communities through targeted immigration.

Skilled Worker in Manitoba – Occupation-Specific Selection
A total of 583 Letters of Advice to Apply (LAAs) were issued under the Skilled Worker in Manitoba stream to candidates currently employed in the province in specific health-related occupations.
This occupation-specific draw targeted individuals working in the following National Occupational Classification (NOC) 2021 unit group:
- NOC 44101 – Home support workers, caregivers and related occupations
In addition, Manitoba considered candidates employed in the broader Health Occupations category (Category 3). These include roles in nursing, personal care, allied health, and medical support – all essential sectors currently facing strong demand across the province.
The focus on healthcare professions reflects Manitoba’s continued prioritisation of vital front-line roles supporting hospitals, long-term care facilities, and community health programs.
Skilled Worker Stream – Strategic Recruitment Initiatives
A further 279 invitations were issued through the Skilled Worker in Manitoba and Skilled Worker Overseas pathways to candidates directly invited by the MPNP as part of strategic recruitment initiatives.
These initiatives connect Manitoba employers and communities with skilled foreign workers who can address local labour shortages. The invitations were distributed as follows:
- Employer Services: 45
- Francophone Community: 43
- Regional Communities: 8
- Ethnocultural Communities: 3
- Temporary Public Policy (TPP) to Facilitate Work Permits for Prospective PNP Candidates: 180
The large number of invitations under the Temporary Public Policy category highlights Manitoba’s commitment to streamlining pathways for workers already contributing to the province through temporary employment.
Express Entry Candidates Included
Of the total 862 Letters of Advice to Apply issued in this draw, 203 went to candidates who declared a valid Express Entry profile number and job seeker validation code. These candidates may benefit from faster federal processing if nominated by Manitoba, as their nomination provides an additional 600 points toward their Express Entry Comprehensive Ranking System (CRS) score.
