The Manitoba Provincial Nominee Program (MPNP) closed out January with another targeted draw, issuing 47 Letters of Advice to Apply (LAAs) to candidates under the Skilled Worker Stream.
Held on January 29, 2026, Expression of Interest Draw #263 strictly targeted candidates who had been directly invited by the MPNP under strategic recruitment initiatives.

Strategic Recruitment and TPP Lead the Way
Similar to the previous draw on January 15, this round did not conduct a general selection based on point scores. Instead, it focused on specific recruitment missions and special public policies.
Employer Services remained the top driver of invitations, securing 24 LAAs. However, the draw also saw a significant number of invitations issued under the Temporary Public Policy (TPP) to Facilitate Work Permits for Prospective PNP Candidates, with 14 LAAs issued—a notable increase compared to the 3 issued in the mid-January draw.
The remaining invitations were distributed among:
- Regional Communities: 4 LAAs
- Francophone Community: 3 LAAs
- Ethnocultural Communities: 2 LAAs
Express Entry Connection
Of the 47 candidates invited, 6 declared a valid Express Entry profile number and job seeker validation code.
These candidates are positioned to receive a provincial nomination, which grants an additional 600 points toward their Comprehensive Ranking System (CRS) score. This effectively guarantees an Invitation to Apply (ITA) in a future federal Express Entry draw.
Important Compliance Notes
The MPNP continues to emphasize strict compliance for these targeted draws. Candidates who indicated they were working in a regulated occupation and were fully licensed to work in Manitoba were selected. However, the province warned that it may refuse applications from those who cannot prove they have undergone all necessary licensing steps.
Additionally, candidates who did not receive an LAA despite believing they were eligible are urged to check their Expression of Interest (EOI) profiles for:
- Expired language test results;
- Missing or invalid test numbers; or
- Invalid strategic initiative invitation numbers.
