Canada’s Express Entry system is creating dramatically different routes to permanent residence depending on a candidate’s occupation and work experience.
Senior managers with qualifying Canadian work experience needed a Comprehensive Ranking System (CRS) score of just 389 in the latest category-based round on September 16.
One day earlier, candidates in the Canadian Experience Class (CEC) needed a CRS score of 519.
That is a difference of 130 points between two groups of candidates seeking permanent residence through the same Express Entry system.
The gap highlights the growing importance of category-based selection in 2026.
Instead of simply inviting the highest-ranking candidates across the Express Entry pool, Immigration, Refugees and Citizenship Canada (IRCC) is increasingly using targeted rounds to select candidates with particular occupations, skills and experience.
For qualifying senior managers, that strategy has created a potentially significant advantage.

Senior Manager CRS Cut-Off Falls 40 Points
Canada introduced senior managers with Canadian work experience as a new Express Entry category for 2026 as part of a wider expansion of category-based selection.
IRCC has now held three rounds specifically for these candidates.

The first round on March 5 issued 250 Invitations to Apply (ITAs) with a minimum CRS score of 429. The second, on July 10, doubled the number of invitations to 500 and saw the threshold fall sharply to 392.
The September 16 round issued another 250 invitations with a minimum score of 389.
Canada has therefore issued 1,000 ITAs to senior managers through the category in 2026, while the minimum CRS score has fallen by 40 points since the first round.
Senior Managers Have A 130-Point CRS Advantage Over CEC Candidates
The most striking comparison comes from the two consecutive Express Entry rounds held on September 15 and 16.
On September 15, IRCC issued 2,000 ITAs to Canadian Experience Class candidates. The minimum CRS score was 519.
The following day, senior managers with Canadian work experience needed just 389 points.
That 130-point difference illustrates how much category-based selection can change a candidate’s prospects.
A CEC candidate with a CRS score of 450, for example, would have fallen 69 points short of the September 15 CEC threshold.
A qualifying senior manager with the same score would have comfortably exceeded the September 16 threshold.
However, candidates cannot simply choose to enter the senior manager category because their CRS score is lower. They must satisfy the specific occupational and Canadian work experience requirements set by IRCC.
Who Qualifies For The Senior Manager Express Entry Category?
IRCC has made the senior manager category relatively narrow.
Candidates must have accumulated at least 12 months of full-time Canadian work experience, or the equivalent amount of part-time experience, during the previous three years.
That experience must be in a single eligible occupation.
IRCC currently includes only four National Occupational Classification (NOC) groups:
- NOC 00012 – Senior managers – financial, communications and other business services
- NOC 00013 – Senior managers – health, education, social and community services and membership organizations
- NOC 00014 – Senior managers – trade, broadcasting and other services
- NOC 00015 – Senior managers – construction, transportation, production and utilities
All four occupations fall under TEER 0, the highest level of the NOC system.
Candidates must also qualify for one of the immigration programs managed through Express Entry before they can receive an invitation through category-based selection.
Why Canada Is Targeting Senior Managers
IRCC added senior managers with Canadian work experience as one of several new Express Entry categories for 2026.
The other new categories include physicians with Canadian work experience, researchers with Canadian work experience, transport occupations and skilled military recruits with a Canadian Armed Forces job offer.
When announcing the changes, the federal government said category-based selection allows Canada to target candidates with skills and experience that support specific labour market and economic priorities.
The result is an Express Entry system in which a candidate’s CRS score remains important, but it does not tell the whole story.
Candidates increasingly compete within particular groups rather than against everyone in the Express Entry pool.
Express Entry Is No Longer Simply About Having The Highest CRS Score
The original logic of the Comprehensive Ranking System places candidates in a pool and awards points for factors such as age, education, language ability and Canadian work experience.
Category-based selection adds another layer.
IRCC can identify a particular group and invite the highest-ranking candidates within that category, even when their scores are significantly below those required in other rounds.
Senior managers provide one of the clearest examples.
The September figures mean a senior manager with a CRS score of 389 could receive an ITA while a CEC candidate with a score well above 500 could miss out in a CEC round held just one day earlier.
The contrast becomes even greater in some of IRCC’s other targeted categories.
Canada’s first physician-specific Express Entry round in February had a minimum CRS score of just 169. In another physician round on September 3, the threshold was 198.
Those scores demonstrate how strongly category eligibility can affect a candidate’s chances of receiving an invitation.
What Does This Mean For Express Entry Candidates?
Candidates should no longer assess their prospects based only on the CRS cut-offs in CEC or other broad Express Entry rounds.
Occupation, Canadian work experience and French-language ability can all potentially provide access to targeted rounds with very different CRS thresholds.
For senior managers, the trend has been particularly significant. The category has moved from a CRS cut-off of 429 in March to 389 in September.
However, past cut-offs do not guarantee what will happen in future rounds. IRCC determines the number and type of invitations it issues, and CRS thresholds depend on the number and ranking of eligible candidates in the pool.
Candidates should therefore identify every Express Entry category for which they qualify rather than looking at their CRS score in isolation.
The 2026 rounds show that two candidates with identical CRS scores can now face very different prospects depending on whether they fit one of Canada’s targeted immigration priorities.
