The Guidelines for Allowing Early Entry – Issuing a Temporary Resident Permit
Situations could arise where a person’s presence in Canada is urgently needed. This is especially so prior to the finalisation of the admission procedures. In this scenario, the officers would need to issue a temporary resident permit. However, officers would need to remember that:
- The urgency of the applicant’s presence would need to relate to the creation or possible loss of jobs for Canadian citizens or permanent residents

- They should only issue permits for the period required
- In some situations, the officers might find that the applicant has valid reasons for making repeated trips to Canada within the validity of the permit
- Therefore, unless the officers have valid reasons for precluding repeated trips to Canada within the validity of the permit, the permit must indicate ‘authorised to leave and re-enter Canada’
- In some cases, the provincial officers might wish to provide their inputs
- In this scenario, the officers would need to obtain the views of these provincial officers before deciding to issue a permit
- In addition, the officers would need to consult these officials before deciding to renew a permit as well
