The Express Entry Profile for e-APRs
Foreign nationals would need to submit their Express Entry profiles electronically. As such, they should not be using paper forms. This is in accordance with the provisions specified in A10.3 (1) (c) mentioned in section 3 of the Express Entry Ministerial Instructions.
However, some foreign nationals might not be able to submit their Express Entry profiles electronically because of a physical or a mental disability. In this scenario, A10.3 (1) (d) of section 4 of the Ministerial Instructions provides an exemption to these foreign nationals from this mandatory requirement. Thus, these foreign nationals remain exempt from the requirement of having to submit their Express Entry profiles electronically.
