Candidates for Canada’s newly announced temporary permanent residence streams can use language test results up to two years old to support their applications.
Immigration, Refugees and Citizenship Canada (IRCC) say the test must be from a federal government-approved agency to qualify.
Canada launched new temporary pathways for 90,000 temporary workers and international graduates to become permanent residents on April 14, 2021. The move is part of the push to reach the federal government target of 401,000 newcomers this year, despite COVID-19 travel restrictions.
To qualify, candidates must have a language proficiency of benchmark 5 for international graduates and benchmark 4 for temporary workers.

Canada Creates New Immigration Streams For 90,000 Temporary Workers, International Graduates
Applications open for the streams on May 6, creating a huge surge in demand for language tests, as candidates look to gather their supporting documents.
Testing organizations were running at lower capacity due to COVID-19, although IRCC said in a statement: “We understand they are now adding extra testing sessions to meet increased demand.”
Language test results can be submitted to IRCC by email or through the testing organization’s online portal.
Ottawa will keep accepting applications for the new streams until Nov. 5 or until the maximum number of applications is reached.
IRCC will accept:
- 20,000 applications for temporary workers in healthcare;
- 30,000 applications for temporary workers in other selected essential occupations, and;
- 40,000 applications for international students who graduated from a Canadian institution.
Applicants who are applying under the temporary foreign worker streams need to have at least one year of Canadian work experience in a healthcare sector or other pre-approved essential occupation.
The graduates need to have completed their studies at a Canadian college or university within the last four years.
Eligible family members can be included in applications under all six streams.
