The Canada – Quebec Accord: The Canada – Quebec Accord refers to an agreement that the authorities signed in 1991. According to the terms specified in this Accord, the province of Quebec remains solely responsible for the selection of applicants destined to the province of Quebec. Federal responsibility, under the terms of the Accord, comprise solely of assessing the applicant’s admissibility and issuing permanent resident visas.
As such, officers could refuse applicants even if the province of Quebec has already accepted these applicants. This is especially so if, in the eyes of the officers, these applicants are inadmissible. At the same time, the officers would not issue a permanent resident visa to any applicant destined to the province of Quebec who has not met Quebec’s selection criteria.

It is worth mentioning that the authorities would typically need to issue a Certificat de sélection du Québec (CSQ), before the officers in the Canadian Visa Service (CVS) can issue visas for the province of Quebec.
