March 19, 2019 – The Newfoundland & Labrador provincial government is looking to improve its system of recognizing the foreign qualifications of new immigrants.
Up to $50,000 in funding is being made available for projects that help the process of credential recognition, from providing pre-arrival services all the way through to after Newfoundland immigrants have secured jobs.

Credential recognition is viewed as one of the central barriers to integration for new permanent residents, who often find themselves working in lower-skilled jobs when they first arrive in Canada.
Newfoundland is looking for ways to increase numbers of new permanent residence.
Its Department of Education, Skills and Labour is asking for expressions of interest from organizations that can provide credential recognition services.
The initiative falls under the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications, which includes the following target occupations:
- Architects
- Engineers
- Financial auditors and accountants
- Medical laboratory technologists
- Occupational therapists
- Pharmacists
- Physiotherapists
- Registered nurses
- Dentists
- Engineering technicians
- Licensed practical nurses
- Medical radiation technologists
- Physicians
- Teachers (K-12)
- Audiologists and speech language pathologists
- Carpenters
- Electricians (industrial and construction)
- Geoscientists
- Heavy duty equipment technicians
- Heavy equipment operators
- Lawyers
- Midwives
- Psychologists
- Welders.
The funding is available for projects in the following areas:
- Preparation and Pre-Arrival Support
- Foreign Qualification Assessment
- Foreign Qualification Recognition
- Bridge-to-Licensure
- Workforce Participation
Information on the Newfoundland expression of interest process specifies the following types of project:
- Website and software development or enhancement.
- Development of core resources, communications materials, practical supports, or assessment tools – workforce integration projects.
- Creation of bridging and training programs.
- Other projects that enhance existing foreign qualification recognition resources.
Atlantic Canada, and Newfoundland in particular, are at the forefront of Canada’s struggles with an aging population and shrinking labour market.
Part of the strategy for combatting the issue is to increase skilled immigration.
Newfoundland is looking to do this through enhancing its provincial nominee program, as well as being part of the employer-led Atlantic Immigration Pilot.
However, attracting more new immigrants is only part of the challenge, with retaining and integrating newcomers proving difficult in Canada’s smaller provinces.
By boosting foreign credential recognition, Newfoundland will make it easier for new immigrants to quickly find jobs aligned to their qualifications, an important factor when it comes to retention and integration.
