Processing International Experience Canada (IEC) Applications for Applicants from Germany and Japan
Summary
The authorities recently decided to close Canada’s visa offices in Berlin and Tokyo. This Operational Bulletin (OB) provides information to officers about processing International Experience Canada (IEC) applications for applicants from Germany and Japan.
Background
The authorities have decided to close the Visa and Immigration Sections of the Canadian Embassies in Berlin and Tokyo to the public.
However, applicants applying to Canada’s International Experience Canada (IEC) programs would need to continue submitting their applications to the Canadian Embassies in Germany and Japan.
The Department of Foreign Affairs and International Trade would:
- Continue to accept the processing fee and,
- Make the initial eligibility assessment
Thereafter, they would forward the eligible applications to the appropriate visa office for final processing. The appropriate visa office that would take care of the final processing would be in:
- Vienna (for Berlin) and,
- Manila (for Tokyo)
This closure becomes operational with immediate effect.

For Applications in-Process
The offices in Berlin and Tokyo would currently be processing certain International Experience Canada (IEC) applications. These visa offices would continue to process and finalise these International Experience Canada (IEC) applications at Berlin and Tokyo.
External Client Enquiries
Citizenship and Immigration Canada (CIC) would take all efforts to minimise processing delays. This is especially so during the transition period. During this time however, applicants and their representatives would need to avoid contacting the regional visa offices. The processing missions would contact the applicants directly in due course of time.

The Expiry of Directives
These directives would remain in force, until the authorities provide any other notice to the contrary. The authorities would also communicate any further instructions as and when needed.
