Quebec’s immigration authority has published a new scoring system for how it will rank profiles in the Arrima Expression of Interest bank.
The new system, which comes into force on co Wednesday July 14, 2021 after it was published in Quebec Official Gazette, involves points in two categories:
- Human capital factors:
- French language ability.
- French and English combined.
- Age.
- Work experience.
- Education.
- Quebec labour market factors:
- Work experience in a field with a labour shortage.
- Qualifications in one of Quebec’s areas of training.
- Level of Quebec education.
- Professional experience in Quebec.
- Professional experience in the rest of Canada.
- Job offer inside or outside Greater Montreal.
The Ministry of Immigration, Francisation and Integration (MIFI) says the new system will allow it to better respond to labour market needs and assess a candidate’s integration potential.

Up to 1,320 points are available, including 580 for human capital factors and 740 for the Quebec labour market factors. Several of the sub-categories include points for the spouse or common-law partner of the main applicant.
The scoring system places particular emphasis on job offers outside the Montreal metropolitan area, for which 380 points are available. Job offers in Montreal score 180 points.
Quebec says the new scoring system will allow it to issue Quebec Selection Certificates (CSQ) within 6 months of receiving complete applications. Candidates with a CSQ can then apply to the federal government for permanent residence.
It brings the Quebec system into line with the federal Express Entry system, which also has a scoring system for submitted profiles.
