{"id":95084,"date":"2022-01-27T10:55:05","date_gmt":"2022-01-27T15:55:05","guid":{"rendered":"https:\/\/immigration.ca\/ircc-speeds-up-temporary-visa-application-processing-with-advanced-data-analytics"},"modified":"2022-01-27T10:55:05","modified_gmt":"2022-01-27T15:55:05","slug":"ircc-speeds-up-temporary-visa-application-processing-with-advanced-data-analytics","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/ircc-speeds-up-temporary-visa-application-processing-with-advanced-data-analytics\/","title":{"rendered":"IRCC Speeds Up Temporary Visa Application Processing With Advanced Data Analytics"},"content":{"rendered":"<p class=\"p1\">Canada is speeding up the processing of temporary resident visa applications by almost tripling its use of an advanced data analytics system to help immigration officials sort through the paperwork.<\/p>\n<p class=\"p1\">The move comes as Immigration, Refugees and Citizenship Canada (IRCC) is coming under fire in the media for a temporary pause in accepting applications due to a huge backlog.<\/p>\n<p class=\"p1\">\u201cThe massive backlog the Liberal government has created at Immigration, Refugees and Citizenship Canada is not only hurting hard-working newcomers, families, immigrants and business owners, it also threatens billions of dollars of much-needed economic growth in Canada,\u201d tweeted Member of Parliament Jasraj Singh Hallan, the Conservative Party\u2019s immigration critic, on Tuesday.<\/p>\n<hr \/>\n<p class=\"p1\"><b>Read More<\/b><\/p>\n<p class=\"p2\"><span class=\"s1\"><a href=\"https:\/\/immigration.ca\/fr\/newfoundland-labrador-boosts-immigrant-settlement-and-credential-recognition-services\">Newfoundland &amp; Labrador Boosts Immigrant Settlement and Credential Recognition Services<\/a><\/span><span class=\"s2\"><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/employment-prospects-good-for-canada-immigrants-aged-25-to-54\"><span class=\"s3\">Employment Prospects Good For Canadian Immigrants Aged 25 to 54<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/canadas-temporary-pause-on-federal-express-entry-invitations-smacks-of-mismanagement-from-ottawa\"><span class=\"s3\">Canada\u2019s Temporary Pause On Federal Express Entry Invitations Smacks Of Mismanagement From Ottawa<\/span><\/a><\/span><\/p>\n<hr \/>\n<p class=\"p1\">Canada\u2019s immigration department has already been using this advanced data analytics since 2018 to speed up its processing by 87 per cent of more than one million <a href=\"https:\/\/immigration.ca\/temporary-resident-visa-trv-applicants-in-canada\"><span class=\"s3\">Temporary Resident Visa<\/span><\/a> (TRC) applications from countries that are typically sources of a high numbers of these applications.<\/p>\n<p class=\"p1\">Those figures would mean IRCC officials are processing more than 250,000 TRV applications per year using this system already.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h3 class=\"p1\" id=\"mcetoc_1fqe3hqr92\">Expanding Use Of Advanced Data Analytics To Speed Up Processing<\/h3>\n<p class=\"p1\">But that\u2019s less than half of all applications received by IRCC every year.<\/p>\n<p class=\"p1\">In 2019, the last full year before the Covid-19 pandemic, IRCC issued 305,475 <a href=\"https:\/\/immigration.ca\/fr\/international-mobility-program\"><span class=\"s3\">International Mobility Program<\/span><\/a> (IMP)<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/immigration.ca\/fr\/visa-de-travail-canadien-travailler-au-canada\"><span class=\"s3\">work permits<\/span><\/a> and 401,000 <a href=\"https:\/\/immigration.ca\/fr\/etudier-au-canada-4-etapes-faciles\"><span class=\"s3\">study permits<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">These 706,475 permits for temporary residents are almost three times the number the IRCC has been processing using the advanced data analytics program. And that does not even include any permit applications that might have been refused by immigration officials.<\/p>\n<p class=\"p1\">Now, all temporary resident visa applications from outside Canada are going to be sorted using this computer software.<\/p>\n<p class=\"p1\">\u201cThe analytics system helps to accelerate IRCC\u2019s work by identifying routine applications for streamlined processing, such as those from certain clients who have been previously approved to visit Canada in the past 10 years,\u201d states the IRCC on its website.<\/p>\n<p class=\"p1\">\u201cIt can also create efficiencies by sorting and triaging non-routine applications to officers based on their level of complexity.\u201d<\/p>\n<p class=\"p1\">The computer software is not an artificially-intelligent system that actually makes decisions about these applications \u2013 or even recommends certain courses of action.<\/p>\n<p class=\"p1\">\u201cWhen the advanced data analytics system finds a routine application, it can determine that an applicant is eligible, but will never refuse an application,\u201d states the IRCC. \u201cIt will always send the file to an officer to determine if the applicant is admissible to Canada and make the final decision.\u201d<\/p>\n<p class=\"p1\">Immigration officials in Canada are trying to develop and deploy data-driven solutions as part of the IRCC\u2019s commitment to comply with the Treasury Board Directive on Automated Decision-Making.<\/p>\n<h3 class=\"p1\" id=\"mcetoc_1fqe3hp681\">Study Permit Allows Foreign Nationals To Work On Campus<\/h3>\n<p class=\"p1\">As part of that directive, the IRCC has completed an algorithmic impact assessment to gauge the analytical models used to triage these TRV applications.<\/p>\n<p class=\"p1\">That assessment looked at the possible risks of this automation, including a review for potential discriminatory impacts, privacy and security elements built into the system, and the ability of officers to overturn an eligibility determination.<\/p>\n<p class=\"p1\">Canada welcomes more than 400,000 students from foreign jurisdictions each year.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Most of those foreign nationals must apply for a study permit which allows them to study in Canada at an approved institute for the duration of the specified course or program.<\/p>\n<p class=\"p1\">Study permit to go to school in Canada are not necessary when:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s4\"><\/span>the course or program is less that six months in duration;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>the student is a family member or staffer of a foreign representative to Canada, or;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>the student is a member of a foreign army.<\/li>\n<\/ul>\n<p class=\"p1\">Foreign nationals who want to study in Canada must:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s4\"><\/span>have been accepted by a school, college, university or other educational institution in Canada;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>prove they have enough money to pay for tuition fees, living expenses, and return transportation back home.<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>be a law-abiding citizen with no criminal record and not be a risk to the security of Canada.;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>be in good health and willing to complete a medical examination, if necessary;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>satisfy an immigration officer that they will leave Canada at the end of their authorized stay.<\/li>\n<\/ul>\n<p class=\"p1\">While in Canada as a student, foreign nationals may be able to work in Canada during the course of study under the following categories:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s4\"><\/span>On campus without a work permit;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>Off campus with a work permit;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>In co-op and internship programs, where work experience is part of the curriculum, with a work permit.<\/li>\n<\/ul>\n<h3 class=\"p1\" id=\"mcetoc_1fqe3hn0p0\">PGWP Allows Foreign Nationals To Work In Canada On Graduation<\/h3>\n<p class=\"p1\">In addition to this, spouses or common-law partners of foreign students are eligible for a work permit for the duration as the study permit.<\/p>\n<p class=\"p1\">Upon graduation, a foreign student may apply for a work permit under the <a href=\"https:\/\/immigration.ca\/fr\/post-graduation-work-permit\"><span class=\"s3\">Post-Graduation Work Permit Program<\/span><\/a> (PGWP). Under this program, the work permit may be issued for the length of the study program, up to a maximum of three years.<\/p>\n<p class=\"p1\">Under the IMP, foreign nationals can be eligible to work in Canada if they are:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s4\"><\/span>entering Canada as part of trade treaties, such as the Canada-United States-Mexico Agreement (CUSMA) or the Comprehensive Economic Trade Agreement (CETA);<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>entering Canada on an open work permit, or;<\/li>\n<li class=\"li1\"><span class=\"s4\"><\/span>entering Canada as intra-company transferees.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Canada is speeding up the processing of temporary resident visa applications by almost tripling its use of an advanced data analytics system to help immigration officials sort through the paperwork.
