autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<p>The speech came at a time when Canadians are nervously watching case numbers amid the start of the second wave of COVID-19.<\/p>\n<p>Canada\u2019s plan to welcome 342,000 new immigrants in 2020 has been decimated by the crisis, reducing the number of new permanent residents to 117,000 as of the end of July, compared to the 197,000 welcomed in the first seven months of 2019.<\/p>\n<p>With case numbers rising in Canada again, it is unlikely international travel restrictions \u2013 including the closure of the Canada-U.S. border \u2013 will be lifted any time soon.<\/p>\n<p>It means immigration levels are likely to be significantly below the plan laid out by Mendicino in early March, just days before the full-scale health crisis took hold in Canada.<\/p>\n<p>But, where countries like the U.S. have used the pandemic as a reason to clamp down on immigration, Canada has remained as open as possible.<\/p>\n<h3 id=\"mcetoc_1ej0cm9kv1\">\u2018An Opportunity\u2019<\/h3>\n<p>Payette described the current global climate as \u2018an opportunity\u2019.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cWith other countries rejecting global talent that could help their economy, Canada has an opportunity as we recover to become the world\u2019s top destination for talent, capital, and jobs,\u201d she told parliament.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cWhen people choose Canada, help build Canada, and make sacrifices in support of Canada, we should make it easier for them to formally become Canadian.\u201d<\/p>\n<p>Much of the central content of Trudeau\u2019s previous mandate letter to Mendicino has been delayed by the COVID-19 pandemic.<\/p>\n<p>The Liberals had grand plans to introduce a <a href=\"https:\/\/immigration.ca\/municipal-nominee-program-eagerly-anticipated-by-canada-business-community-leaders\"><span>Municipal Nominee Program<\/span><\/a> and abolish <a href=\"https:\/\/immigration.ca\/candidates-wait-for-canadas-federal-government-to-abolish-citizenship-fee\"><span>the Canadian citizenship fee<\/span><\/a>, but neither has come to fruition thus far.<\/p>\n<p>How far they have been pushed down the agenda will becoming clear as Ottawa sets out its immigration plan in the coming months.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Canada\u2019s federal government has reaffirmed its commitment to immigration as \u2018a driver of economic growth\u2019 during the recovery from the coronavirus crisis.
