{"id":73443,"date":"2019-11-21T10:45:40","date_gmt":"2019-11-21T15:45:40","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/canadas-new-immigration-minister-is-marco-mendicino"},"modified":"2019-11-21T10:45:40","modified_gmt":"2019-11-21T15:45:40","slug":"canadas-new-immigration-minister-is-marco-mendicino","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/canadas-new-immigration-minister-is-marco-mendicino\/","title":{"rendered":"Canada\u2019s New Immigration Minister Is Marco Mendicino"},"content":{"rendered":"<p>2019-11-21 &#8211; Canada\u2019s new federal immigration minister is former Crown Prosecutor Marco Mendicino.<\/p>\n<p>The Liberal MP takes over at Immigration, Refugees and Citizenship Canada (IRCC) from Ahmed Hussen, who becomes minister of Families, Children and Social Development.<\/p>\n<p>Mendicino is a newcomer to Prime Minister Justin Trudeau\u2019s cabinet, having been a parliamentary secretary for the Minister of Justice and Minister of Infrastructure during the last parliament.<\/p>\n<p>He also co-chaired the Liberal Party\u2019s successful Ontario election campaign.<\/p>\n<p>Mendicino takes over the immigration file with a number of promises having been made in the Liberal platform ahead of the recent election.<\/p>\n<p>With Trudeau re-elected as the head of a minority government, proposed changes will require support from other parties to make it through parliament.<\/p>\n<hr \/>\n<h3>Summary of Trudeau\u2019s Proposals on Immigration and Citizenship<\/h3>\n<ol>\n<li>Continued modest and reasonable immigration increases.<\/li>\n<li>Creation of a new Municipal Nominee Program.<\/li>\n<li>Making the Atlantic Immigration Pilot permanent.<\/li>\n<li>Modernization of the Safe Third Country Agreement with the U.S.<\/li>\n<li>Abolishing the citizenship application fee.<\/li>\n<\/ol>\n<hr \/>\n<h3>1) Continued managed immigration level increases<\/h3>\n<p>Given the consensus already mentioned between Canada\u2019s main parties, a continuation of\u00a0<a href=\"https:\/\/immigration.ca\/canada-to-welcome-350000-immigrants-annually-by-2021\">managed immigration increases<\/a>\u00a0under the Liberals can be expected.<\/p>\n<p>The 2018 immigration levels plan saw numbers expected to rise to 350,000 newcomers per year by 2021.<\/p>\n<h3>2) Creation of a new Municipal Nominee Program<\/h3>\n<p>The Liberals have proposed a new\u00a0<a href=\"https:\/\/immigration.ca\/the-trudeau-liberals-propose-a-new-municipal-nominee-immigration-program\">Municipal Nominee Program<\/a>\u00a0to help smaller communities struggling with ageing populations and shrinking labour forces.<\/p>\n<p>The MNP would operate alongside the existing Provincial Nominee Program, with a minimum allocation of 5,000 spaces per year.<\/p>\n<h3>3) Making the Atlantic Immigration Pilot permanent<\/h3>\n<p>The\u00a0<a href=\"https:\/\/immigration.ca\/atlantic-immigration-pilot\/\">Atlantic Immigration Pilot<\/a>\u00a0is another program introduced by the Liberals aimed at bringing more immigrants to a region struggling with ageing populations and shrinking labour markets.<\/p>\n<p>Initially introduced as a pilot, the Liberals propose to make it permanent.<\/p>\n<h3>4) Modernization of the Safe Third Country Agreement with the U.S.<\/h3>\n<p>The steady flow of asylum seekers crossing the border from the U.S. at unrecognized points has been contentious for Trudeau throughout his first term.<\/p>\n<p>Those numbers\u00a0<a href=\"https:\/\/immigration.ca\/canada-asylum-seeker-numbers-from-u-s-remain-above-2018-for-third-consecutive-month\">increased beyond 2018 levels in the summer months<\/a>, meaning it remains a major issue, particularly in Quebec as the province that receives 95 percent of border crossers.<\/p>\n<h3>5) Abolishing the citizenship application fee<\/h3>\n<p>Trudeau\u2019s proposal to abolish the $630\u00a0<a href=\"https:\/\/immigration.ca\/who-qualifies-for-canadian-citizenship\">citizenship<\/a>\u00a0application fee ($530 for processing and $100 \u2018right of citizenship\u2019 fee) is projected to cost taxpayers $100 million per year.<\/p>\n<p>It is unclear where the other parties stand on this.
