{"id":71753,"date":"2019-08-27T03:06:12","date_gmt":"2019-08-27T03:06:12","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/quebec-government-immigration-plan-backfires-as-fewer-french-speaking-immigrants-accepted"},"modified":"2020-02-06T23:53:56","modified_gmt":"2020-02-07T04:53:56","slug":"quebec-government-immigration-plan-backfires-as-fewer-french-speaking-immigrants-accepted","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/quebec-government-immigration-plan-backfires-as-fewer-french-speaking-immigrants-accepted\/","title":{"rendered":"Quebec Government Immigration Plan Backfires as Fewer French-Speaking Immigrants Accepted"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">Aug 26, 2019 &#8211; The Quebec government\u2019s policy of cutting <a href=\"https:\/\/immigration.ca\/quebec-immigration-overview\"><span class=\"s2\">immigration<\/span><\/a> has resulted in the province welcoming dramatically fewer of the type of newcomers most likely to find jobs and integrate quickly, new figures show.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Numbers of French-speaking newcomers plummeted in the first half of 2019 compared to the same period of 2018 \u2013 completely at odds with the governing Coalition Avenir Quebec\u2019s strategy.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The CAQ said it wanted to reduce immigration and bring in more newcomers with the attributes to integrate quickly into the Quebec system.<\/span><\/p>\n<hr \/>\n<p class=\"p1\"><span class=\"s1\"><b>Read More<\/b><\/span><\/p>\n<p class=\"p2\"><span class=\"s3\"><a href=\"https:\/\/immigration.ca\/quebec-issues-950-invitations-in-first-expression-of-interest-draws\">Quebec Issues 950 Invitations In First Expression of Interest Draws<\/a><\/span><span class=\"s4\"><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-sees-sharp-rise-in-temporary-workers-as-provincial-government-cuts-immigration\"><span class=\"s2\">Quebec Sees Sharp Rise In Temporary Workers As Provincial Government Cuts Immigration<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-government-urged-to-increase-immigration-to-tackle-chronic-labour-shortage\"><span class=\"s2\">Quebec Government Urged To Increase Immigration To Tackle Chronic Labour Shortage<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-adds-16600-jobs-to-maintain-historically-low-unemployment\"><span class=\"s2\">Quebec Adds 16,600 Jobs To Maintain Historically Low Unemployment<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-launches-personalized-career-pathway-for-new-immigrants\"><span class=\"s2\">Quebec Launches \u2018Personalized Career Pathway\u2019 For New Immigrants<\/span><\/a><\/span><\/p>\n<hr \/>\n<p class=\"p1\"><span class=\"s1\">Instead figures show that immigrants to Canada from French-speaking countries including Haiti, France and Tunisia are down significantly, with numbers dropping by 43 per cent, 34 per cent and 23 per cent respectively.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Overall, economic immigrants to Quebec dropped by a third in the first half of the year, with the number of <a href=\"https:\/\/immigration.ca\/quebec-skilled-worker-immigration\"><span class=\"s2\">skilled workers<\/span><\/a> within that category dropping by 41 per cent.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">These numbers are far greater than the overall planned reduction of 20 per cent, from 52,000 newcomers in 2018 to 42,000 in 2019.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">At the same time, family class immigration has dropped by 10 per cent in the first six months of the year, and refugee class immigration has dropped by 20 per cent.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Experts say the figures show Quebec is reducing immigration in entirely the wrong places if improved integration is what it wants to achieve.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">By reducing French-speaking, skilled worker immigrants, it is cutting exactly the kind of immigrants more likely to integrate quickly.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While the provincial government goes about cutting immigration, Quebec businesses are calling for increases, with the province in the grip of a worsening labour shortage.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Quebec unemployment currently stands at a record-low 4.9 per cent, with a job vacancy rate of 4.1 per cent, the highest of any province in Canada. The latest federal government job vacancy report put the number of Quebec vacancies at nearly 121,000.<\/span><\/p>\n<hr \/>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-71520\" title=\"Quebec Annual Immigration Targets\" src=\"https:\/\/immigration.ca\/wp-content\/uploads\/2019\/08\/Quebec-Annual-Immigration-Targets-1.png\" alt=\"Quebec Annual Immigration Targets\" width=\"510\" height=\"244\" srcset=\"https:\/\/immigration.ca\/wp-content\/uploads\/2019\/08\/Quebec-Annual-Immigration-Targets-1.png 958w, https:\/\/immigration.ca\/wp-content\/uploads\/2019\/08\/Quebec-Annual-Immigration-Targets-1-300x143.png 300w, https:\/\/immigration.ca\/wp-content\/uploads\/2019\/08\/Quebec-Annual-Immigration-Targets-1-768x367.png 768w, https:\/\/immigration.ca\/wp-content\/uploads\/2019\/08\/Quebec-Annual-Immigration-Targets-1-280x134.png 280w\" sizes=\"(max-width: 510px) 100vw, 510px\" \/><\/p>\n<hr \/>\n<p class=\"p1\"><span class=\"s1\">The CAQ says it plans to steadily increase immigration to 52,500 by 2022, following the 2019 reduction. Businesses have called on the government to abandon the plan to reduce 2019 immigration levels, and increase numbers going forwards.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Quebec\u2019s immigration ministry (MIDI) says that data for the first six months does not provide a full picture of whole year. By the end of 2019 it expects to welcome a number of economic class immigrants in line with the CAQ\u2019s targets.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Another reason for the reduced economic class immigration number in the first half of 2019 is that the CAQ spent the first part of the year pushing through legislation to scrap the backlog of applications under the old system.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A Quebec judge had to impose an injunction to force the CAQ to continue processing applications under the old system, until Bill 9 eventually became law in June.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Only then did Quebec begin issuing invitations to apply through its new Expression of Interest system, known as Arrima.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">MIDI has so far released details of two draws and 950 invitations issued under the new system.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Aug 26, 2019 &#8211; The Quebec government\u2019s policy of cutting immigration has resulted in the province welcoming dramatically fewer of the type of newcomers most likely to find jobs and integrate quickly, new figures show.
