Quebec is seeing as significant rise in the number of <a href=\"https:\/\/immigration.ca\/canada-work-visa\"><span class=\"s2\">temporary foreign workers<\/span><\/a> as businesses look for other avenues to bring in labour with the provincial government cutting immigration.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The number of <a href=\"https:\/\/immigration.ca\/quebec-lmia-application-process\/\"><span class=\"s2\">work permits issued for Quebec<\/span><\/a> rose by 36 per cent in 2018, with 17,685 permits issued during the year.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Figures show the rise is continuing in 2019 with 21 per cent more permits issued in the first quarter compared to the previous year.<\/span><\/p>\n<hr \/>\n<p class=\"p1\"><span class=\"s1\"><b>Read More<\/b><\/span><\/p>\n<p class=\"p2\"><span class=\"s3\"><a href=\"https:\/\/immigration.ca\/quebec-government-urged-to-increase-immigration-to-tackle-chronic-labour-shortage\">Quebec Government Urged To Increase Immigration To Tackle Chronic Labour Shortage<\/a><\/span><span class=\"s4\"><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-adds-16600-jobs-to-maintain-historically-low-unemployment\"><span class=\"s2\">Quebec Adds 16,600 Jobs To Maintain Historically Low Unemployment<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/quebec-launches-personalized-career-pathway-for-new-immigrants\"><span class=\"s2\">Quebec Launches \u2018Personalized Career Pathway\u2019 For New Immigrants<\/span><\/a><\/span><\/p>\n<hr \/>\n<p class=\"p1\"><span class=\"s1\">The rise comes against a backdrop of the Coalition Avenir Quebec\u2019s plan to slash immigration by 20 per cent in 2019, from more than 50,000 to around 40,000 new permanent residents.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Business have urged the CAQ to reconsider the decision, pointing to 120,000 unfilled vacancies in the province.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As Quebec battles an aging population and shrinking labour force, the shortfall has to be made up somewhere.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">And it seems employers are turning to temporary workers.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Temporary workers come to Quebec via the federal Temporary Foreign Worker Program, with Quebec\u2019s approval required before the work permit is issued.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Significant increased have been seen in the number of permits issued for agricultural sector jobs, as well as positions in manufacturing, food processing and tourism.<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\">Superficial Fix<\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\">While temporary workers may be a good way to address short-term requirements, stakeholders argue the influx is not the way to tackle what has become a longer-term problem.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Work permit holders are seen as a superficial fix for the underlying problem of shrinking labour force and aging population.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Many doubt that the recent rise in temporary worker numbers can be sustained in the longer term.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">They see employers being forced to go down the temporary worker path because more permanent options are not available.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Employers must obtain a positive Labour Market Impact Assessment (LMIA) in order to bring in a temporary worker.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The LMIA is required to show the position could not be filled with a Canadian citizen or permanent resident.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Foreign workers intending to work in Quebec must have their LMIA applications assessed by the Quebec immigration ministry\u00a0(MIDI) as well as Employment and Social Development Canada (ESDC).<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">If the Quebec government issues a positive LMIA, it will issue a Quebec Acceptance Certification, which must be presented by a foreign worker to a Canadian border officer when entering Canada for work in Quebec.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Interested employers:\u00a0<\/b>Kindly\u00a0<a href=\"https:\/\/immigration.ca\/en\/employment-portal\/canada-employers.html\"><span class=\"s2\">contact us<\/span><\/a>\u00a0here to receive further information.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Interested candidates:<\/b>\u00a0Find out whether you qualify to Canada by completing our\u00a0<a href=\"https:\/\/immigration.ca\/en\/free-immigration-evaluation.html\"><span class=\"s2\">free on-line evaluation<\/span><\/a>.
