{"id":135174,"date":"2024-02-28T11:25:32","date_gmt":"2024-02-28T16:25:32","guid":{"rendered":"https:\/\/immigration.ca\/caps-on-canada-study-permits-a-blunt-instrument-says-education-expert\/"},"modified":"2024-03-04T08:30:52","modified_gmt":"2024-03-04T13:30:52","slug":"are-caps-on-international-study-permits-enough","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/are-caps-on-international-study-permits-enough\/","title":{"rendered":"Are Caps on International Study Permits Enough?"},"content":{"rendered":"<p class=\"p1\">Capping <a href=\"https:\/\/immigration.ca\/fr\/etudier-au-canada-etre-admis-une-universite-ou-un-college-canadien\/\"><span class=\"s1\">study permit<\/span><\/a> applications is a blunt measure that will not completely remove bad actors from preying on <a href=\"https:\/\/immigration.ca\/fr\/pourquoi-etudier-au-canada\/\"><span class=\"s1\">international students<\/span><\/a> but will make Canada\u2019s educational sector better in the long run, says the president and CEO of the Canadian Bureau for International Education (CBIE).<\/p>\n<p class=\"p1\">\u201cThis is not the way we would have chosen to go about addressing these issues of sustainability,\u201d acknowledged Larissa Bezo during a webinar organised by The PIE and Student VIP.<\/p>\n<p class=\"p1\">\u201cBut if we look at this from 50,000 feet, what these policy measures do is afford us an opportunity to be more strategic and intentional to ensure a sustainable approach for the long term.\u201d<\/p>\n<p class=\"p1\">Immigration Minister Marc Miller\u2019s\u00a0cap\u00a0on\u00a0study permit applications\u00a0handed out to\u00a0international students\u00a0is going to allow for only 606,250\u00a0<a href=\"https:\/\/immigration.ca\/fr\/study-in-canada-step-by-step-guide-for-international-students\/\"><span class=\"s1\">study permit applications<\/span><\/a>\u00a0in the coming year.<\/p>\n<p class=\"p1\">\u201cThe intent of these Instructions is to ensure the number of study permit applications accepted into processing by the Department of Citizenship and Immigration &#8230; within the scope of the instructions does not exceed 606,250 study permit applications for one year beginning on the date of signature,\u201d the\u00a0<i>Canada Gazette<\/i>\u00a0reported on Feb. 3.<\/p>\n<hr \/>\n<p class=\"p1\"><b>Read More<\/b><\/p>\n<p class=\"p2\"><span class=\"s2\"><a href=\"https:\/\/immigration.ca\/yellowknife-conference-discusses-boosting-francophone-immigration\/\">Yellowknife Conference Discusses Boosting Francophone Immigration<\/a><\/span><span class=\"s3\"><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/prince-edward-island-issues-122-canada-immigration-invitations-in-new-pnp-draw\/\"><span class=\"s1\">Prince Edward Island Issues 122 Canada Immigration Invitations In New PNP Draw<\/span><\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/let-in-more-construction-trades-helpers-business-groups-tell-ircc\/\"><span class=\"s1\">Let In More Construction Trades Helpers, Business Groups Tell IRCC<\/span><\/a><\/span><\/p>\n<hr \/>\n<p class=\"p1\">\u201cAs stipulated in these Instructions, certain categories of study permit applications are excluded from the conditions set out in these Instructions and the associated application\u00a0cap\u00a0established by these Instructions.\u201d<\/p>\n<p class=\"p1\">The CBIE issued a statement in January expressing concern the cap on the number of international students might have serious unintended consequences.<\/p>\n<p class=\"p1\">\u201cThis hasty one-size-fits-all solution may jeopardize the benefits of international education that many communities across the country experience and rapidly unravel a strong global Canadian education brand that has taken years to build,\u201d notes the CBIE on its website.<\/p>\n<p class=\"p1\">\u201cA 35 per cent reduction in student visas is ultimately a signal to prospective international students around the world that Canada is closing its doors. These measures have the potential to cause irreparable harm to the EduCanada brand, and in a highly globally competitive market, students may opt to choose other countries instead, well beyond the two-year duration of these measures.\u201d<\/p>\n<hr \/>\n<p class=\"p1\"><b>Watch Video<\/b><\/p>\n<p class=\"p1\"><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/t0XFeMRIX8M?si=lxDisYYctYNZviO0\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<p class=\"p1\">The Canadian non-governmental organization dedicated exclusively to international education is worried that capping international study permits over concerns about housing and healthcare in Canada might erode the value of the international education sector in Canada.<\/p>\n<p class=\"p1\">Despite the challenges posed by capping study permits, Bezo remains optimistic about the future of international education in Canada.<\/p>\n<p class=\"p1\">\u201cI\u2019m convinced we\u2019ll come out of this with an even stronger offer that will set us up to continue to be attractive internationally,\u201d she said.<\/p>\n<p class=\"p1\">\u201cCanada remains open. We are not closed to international students. That\u2019s the last message we want to be going out.\u201d<\/p>\n<h3 class=\"p1\">Five Groups Exempt From International Study Permit Caps<\/h3>\n<p class=\"p1\">Exempt from this new\u00a0cap\u00a0on international study permits are those international students who already have study permits and are seeking to renew them and the family member of a temporary resident who already has either a work or study permit.<\/p>\n<p class=\"p1\">Also exempt from the\u00a0cap\u00a0on study permits are:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">members of the armed forces of a country under the Visiting Forces Act, including a person who has been designated as a civilian component of those armed forces;<\/li>\n<li class=\"li1\">officers of foreign governments sent, under exchange agreements between Canada and one or more countries, to take up duties with a federal or provincial agency;<\/li>\n<li class=\"li1\">participants in sports activities or events, in Canada, either as an individual participant or as a member of a foreign-based team or Canadian amateur team;<\/li>\n<li class=\"li1\">employees of foreign news companies reporting on events in Canada;<\/li>\n<li class=\"li1\">people responsible for assisting congregations or groups in the achievement of their spiritual goals and whose main duties are to preach doctrine, perform functions related to gatherings of their congregations or groups or provide spiritual counselling.<\/li>\n<\/ul>\n<p class=\"p1\">The\u00a0cap\u00a0on study permit applications is expected to reduce the number of\u00a0<a href=\"https:\/\/immigration.ca\/fr\/study-in-canada-step-by-step-guide-for-international-students\/\"><span class=\"s1\">study permits<\/span><\/a>\u00a0by more than a third,\u00a0<i>The Globe and Mail<\/i>\u00a0has reported<\/p>\n<p class=\"p1\">\u201cThe\u00a0cap\u00a0is expected to result in approximately 364,000 approved study permits, a decrease of 35 per cent from 2023,\u201d the immigration minister has reportedly said. \u201cIn the spirit of fairness, we are also allocating the\u00a0cap\u00a0space by province, based on population.\u201d<\/p>\n<p class=\"p1\">Under the\u00a0cap\u00a0on study permits, it is expected the provinces and territories will each have a limit on their ability to welcome new international students.
