Canada also beat out Germany, in the second spot, Qatar in third, and the United Kingdom in fourth.<\/p>\n<p>Through its\u00a0two-tier\u00a0immigration system, Canada allows foreign nationals to gain their permanent residency through the federal\u00a0<a href=\"https:\/\/immigration.ca\/fr\/canada-express-entry-immigration\/\">Express Entry<\/a>\u00a0system\u2019s\u00a0<a href=\"https:\/\/immigration.ca\/fr\/travailleurs-qualifies-vue-densemble\/\">Federal Skilled Worker<\/a>\u00a0(FSW) program,\u00a0<a href=\"https:\/\/immigration.ca\/fr\/programme-des-travailleurs-de-metiers-specialises\/\">Federal Skilled Trades<\/a>\u00a0(FST) program and\u00a0<a href=\"https:\/\/immigration.ca\/fr\/categorie-de-lexperience-canadienne\/\">Canadian Experience Class<\/a>\u00a0(CEC), as well as the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/appercu-des-programmes-des-candidats-des-provinces\/\">Provincial Nominee Programs<\/a>\u00a0(PNP) of the 10 Canadian provinces.<\/p>\n<p>Under the Express Entry system, immigrants can apply for permanent residency online and their\u00a0profiles then are ranked against each other according to a points-based system called the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/comprehensive-ranking-system-crs\/\">Comprehensive Ranking System<\/a>\u00a0(CRS). Successful candidates who receive a provincial or territorial nomination can then apply for Canadian permanent residence through federal immigration authorities.<\/p>\n<p class=\"elementToProof\">Canada also offers options for those wishing to come here to work.<\/p>\n<p>Temporary workers come to Canada via a number of channels, including the Temporary Foreign Worker Program for those who require a <a id=\"OWA09dea307-32e3-3898-c207-4f42fb838832\" class=\"OWAAutoLink\" href=\"https:\/\/immigration.ca\/fr\/labour-market-impact-assessments-lmias-canada\/\">Labour Market Impact Assessment<\/a>\u00a0and the International Mobility Program for those who do not.<\/p>\n<p>A positive LMIA confirms there is a need for a foreign worker to fill the job at hand and that no Canadian worker is available to do the job.<\/p>\n<p>The IMP allows Canadian employers to hire foreign workers without the need for an LMIA.
