{"id":13187,"date":"2016-10-13T18:30:52","date_gmt":"2016-10-13T18:30:52","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/fr\/canada-became-beacon-multiculturalism\/"},"modified":"2016-12-15T21:11:46","modified_gmt":"2016-12-15T21:11:46","slug":"canada-became-beacon-multiculturalism","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/canada-became-beacon-multiculturalism\/","title":{"rendered":"How Canada Became a Beacon of Multiculturalism"},"content":{"rendered":"<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Canada\u2019s immigration policy has become a beacon of multiculturalism \u2013 a shining example in a world threatening to succumb to protectionist politics \u2013 according to the author of a new book.<\/p>\n<p>Jonathan Tepperman points to Canada\u2019s growing immigration numbers and positive attitude towards newcomers in a <a href=\"http:\/\/www.wsj.com\/articles\/how-canada-got-immigration-right-1474033169\" target=\"_blank\" rel=\"noopener\">recent article<\/a>\u00a0for the Wall Street Journal.<\/p>\n<p>The editor of US magazine Foreign Affairs advises his country to look to Canada when it comes to reforming its immigration policy, instead of the focus placed on Mexicans crossing the border illegally created by presidential candidate Donald Trump\u2019s rhetoric.<\/p>\n<p>Tepperman writes: \u201cCanada today has one of the highest immigration rates in the world \u2026 Yet most Canadians couldn\u2019t be happier about it.\u201d The statistics are there to back up Tepperman\u2019s argument.<\/p>\n<p>Canada\u2019s immigration numbers for 2016 are expected to be around 300,000, <a href=\"https:\/\/immigration.ca\/canadas-immigration-levels-set-reach-record-numbers-audio\/\">the most for two decades<\/a>. When a poll asked how <a href=\"https:\/\/immigration.ca\/canadians-support-high-immigration-levels\/\">Canadians felt about those numbers<\/a>, more than half said they were either happy with the number or wanted it to increase.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><img fetchpriority=\"high\" decoding=\"async\" id=\"img2240\" class=\"aligncenter\" title=\"Number of Immigrants Landing in Canada 1852 to 2014\" src=\"https:\/\/immigration.ca\/images\/graphs\/Number-of-Immigrants-Landing-in-Canada-1852-to-2014.png\" width=\"544\" height=\"277\" border=\"0\" \/><\/p>\n<hr \/>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Immigration Minister John McCallum has recently been on a tour of the country gauging public opinion, and he says the overwhelming appetite is for an <a href=\"https:\/\/immigration.ca\/canadas-immigration-minister-people-say-need-immigrants\/\">increase in numbers<\/a>. McCallum was speaking to the people directly affected by the issue \u2013 including businesses in dire need of workers and provincial officials looking for answers to Canada\u2019s agingpopulation.<\/p>\n<p>But, as Tepperman illustrates, it was not always like this.<\/p>\n<\/div>\n<\/div>\n<p>Canada underwent something of an immigration revolution after the Second World War, although even then the focus was on accepting newcomers from northern Europe. Others were only welcome when there was a need for labour, Tepperman points out.<\/p>\n<\/div>\n<\/div>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>He writes: \u201cSo how did that Canada \u2013 timid, racist and parochial \u2013become the multihued and fiercely open-minded Canada of today?<\/p>\n<p>\u201cThe country didn\u2019t change for some idealistic reason. Canada embraced immigration because it had to. Canadian virtue, such as it is, was born of necessity.\u201d<\/p>\n<p>Tepperman goes on to describe how multiculturalism became enshrined in Canadian policy under the leadership of Pierre Trudeau, who championed the idea that no single ethnic group should take priority.<\/p>\n<p>Now Trudeau\u2019s son, current Prime Minister Justin, is taking his father\u2019s ideals forward, by welcoming more than 30,000 refugees and taking the view that immigrants are required to help the Canadian economy thrive.<\/p>\n<p>When you consider recent world events \u2013 the UK\u2019s vote to exit Europe, Germany\u2019s rejection of Angela Merkel, France\u2019s banning of the burkini, Trump\u2019s rise in the US \u2013 the attitude of Canada is given sharp context.<\/p>\n<p>Tepperman concludes, in what is a chapter adapted from his book The Fix: How Nations Survive and Thrive in a World in Decline, as follows:<\/p>\n<p>\u201cWas Pierre Trudeau\u2019s grand scheme just a cynical political move dressed up as high principle?
