{"id":13072,"date":"2016-08-23T20:39:03","date_gmt":"2016-08-23T20:39:03","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/fr\/mccallum-targets-even-spread-immigrants-across-canada\/"},"modified":"2016-12-15T18:08:28","modified_gmt":"2016-12-15T18:08:28","slug":"mccallum-targets-even-spread-immigrants-across-canada","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/mccallum-targets-even-spread-immigrants-across-canada\/","title":{"rendered":"McCallum Targets Even Spread of Immigrants Across Canada"},"content":{"rendered":"<p>Canada\u2019s immigration minister says he wants to see new immigrants spread across the country evenly, instead of concentrated in major cities.<\/p>\n<p>John McCallum is ready to welcome immigrants to Canada in ever-increasing numbers, but doesn\u2019t want to see them<img decoding=\"async\" id=\"img8643\" class=\"alignright\" title=\"Canada\u2019s immigration minister says he wants to see new immigrants spread across the country evenly, instead of concentrated in major cities\" src=\"https:\/\/immigration.ca\/images\/pics\/JOHN-MCCALLUM.jpg\" width=\"266\" height=\"133\" border=\"0\" \/> all living in Toronto and Vancouver.<\/p>\n<p>He says initiatives like the one in <a href=\"https:\/\/immigration.ca\/2000-new-pnp-immigrants-coming-atlantic-canada\/\">Atlantic Canada<\/a> \u2013 where quotas have been increased for that region specifically \u2013 will help ensure the impact on Canada\u2019s major population centres is reduced.<\/p>\n<p>However, McCallum also admitted that his hands are somewhat tied, given Canadian permanent residents get the freedom to move anywhere in the country as a constitutional right.<\/p>\n<p>McCallum made the comments at a business meeting in Vancouver, one of the key cities immigrants are drawn to when they first move to Canada.<\/p>\n<h3>Quaking in Their Boots<\/h3>\n<p>The thought of double the numbers of Chinese permanent residents \u2013 mentioned by McCallum on his recent trip to Asia \u2013 would have had Vancouverites quaking in their boots with housing prices already out of control.<\/p>\n<p>McCallum\u2019s aim to spread the new immigrants far and wide will have been encouraging \u2013 now he just needs to show how he will go about it.<\/p>\n<p>The British Columbian government took the drastic step of imposing a <a href=\"https:\/\/immigration.ca\/vancouver-charge-foreign-buyers-property-surtax\/\">15 per cent tax<\/a> on foreign house-buyers recently in an effort to cool the market.<\/p>\n<p>Telling was the fact that the tax was not even mentioned on McCallum\u2019s\u00a0<a href=\"https:\/\/immigration.ca\/federal-government-china-charm-offensive\/\">recent trip to China<\/a>, where he paved the way for up to 10 new visa processing centres to be built in order to attract more Chinese tourists,\u00a0<a href=\"https:\/\/immigration.ca\/aging-canada-needs-to-hold-on-to-international-students\/\">students<\/a>, plus temporary and permanent residents.<\/p>\n<p>\u201cI was a little surprised. I thought it might be raised, but nobody raised it and I didn\u2019t raise it with them,\u201d McCallum said.<\/p>\n<h3>Raft of Changes<\/h3>\n<p>Prime Minister Justin Trudeau will visit China in September, when a deal on the new visa centres could be signed.<\/p>\n<p>Meanwhile, McCallum is back home preparing to announce a raft of changes to the immigration system, which will including setting the immigration levels for Canada over the next three years.<\/p>\n<p>He has said he expects those numbers to grow, with the 300,000 due to arrive in 2016 already a modern-era record.<\/p>\n<p>McCallum and the Liberals believe immigration is the way to kick-start the Canadian economy, and there is considerable evidence to back this up.<\/p>\n<p>Immigrants are significantly more likely to start their own businesses than Canadians, according to a <a href=\"http:\/\/www.statcan.gc.ca\/pub\/11f0019m\/11f0019m2016375-eng.htm\" target=\"_blank\" rel=\"noopener\">Statistics Canada study<\/a>.<\/p>\n<p>Separate <a href=\"https:\/\/immigration.ca\/en\/immigrationnewsarticles-menu\/228-canada-immigration-news-articles\/2016\/jun\/2606-immigration-vital-canada-s-future-economic-growth.html\" target=\"_blank\">StatsCan figures<\/a> show how the contribution of Canadian-born workers to the labour force is dwindling, meaning immigration is a necessity to make up the shortfall.<\/p>\n<p>A more secondary benefit is that the children of immigrants are proven to <a href=\"https:\/\/immigration.ca\/immigrant-children-canada-outperform-canadians-audio\/\">do better in school<\/a> than their Canadian counterparts.<\/p>\n<p>Overall, it is an accepted reality that immigrants are more motivated members of society than Canadians. Given a new start in life in one of the world\u2019s greatest countries, they are ready to do all they can to make a success of it.<\/p>\n<p>Retention of immigrants must be addressed strategically by all levels of government.<\/p>\n<p>Provincial policy makers need to create the right conditions and consider a variety of measures for immigrants to remain there.<\/p>\n<p><strong>Some possible measures include:<\/strong><\/p>\n<ol>\n<li>Short term provincial tax credits for new residents.<\/li>\n<li>Offer residential land purchases in outlying areas at below market prices.<\/li>\n<li>Conditional property tax exemptions.<\/li>\n<\/ol>\n<p>Given the need to rely on immigration as a tool to meet growing demographic challenges, policy makers in Atlantic Canada and elsewhere must consider the carrot approach.<\/p>\n<p>The immigration tools are in place. \u00a0They just need to be complemented with input from a much wider range of stakeholders to create the right conditions for immigrants to remain by choice.<\/p>\n<p>This strategy will go a long way to helping ensure the success of Canada\u2019s overall immigration policy objectives.<\/p>\n<p><strong>Interested employers:\u00a0<\/strong>Kindly\u00a0<a href=\"https:\/\/immigration.ca\/canada-employers\/\">contact us<\/a>\u00a0here to receive further information.<\/p>\n<p><strong>Interested candidates:<\/strong>\u00a0Find out whether you qualify to Canada by completing our\u00a0<a href=\"https:\/\/immigration.ca\/free-immigration-evaluation-forms\/\">free on-line evaluation<\/a>.
