{"id":130706,"date":"2023-11-28T09:59:12","date_gmt":"2023-11-28T14:59:12","guid":{"rendered":"https:\/\/immigration.ca\/canada-to-cut-red-tape-limiting-ability-of-immigrants-to-travel-within-country\/"},"modified":"2023-12-01T13:42:18","modified_gmt":"2023-12-01T18:42:18","slug":"canada-eases-travel-restrictions-for-immigrants-cutting-red-tape","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/canada-eases-travel-restrictions-for-immigrants-cutting-red-tape\/","title":{"rendered":"Canada Eases Travel Restrictions for Immigrants, Cutting Red Tape"},"content":{"rendered":"<p>Ottawa is soon going to work with the provinces to cut red tape and help skilled immigrants more easily move from one province to another to find work, says Deputy Prime Minister and Finance Minister Chrystia Freeland.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In her <i>2023 Fall Economic Statement<\/i>, the deputy prime minister explains the federal government will be taking these steps to bolster the construction of new homes and improve Canada\u2019s healthcare system.<\/p>\n<p>\u201cMany businesses, especially homebuilders, are still struggling to hire the workers they need, which is slowing the construction of more homes and limiting economic growth opportunities across Canada,\u201d she noted in that statement.<\/p>\n<p>\u201cFor Canada\u2019s universal public healthcare system, provincial barriers are also impeding the delivery of better healthcare for Canadians.\u201d<\/p>\n<p>The 2023 Fall Economic Statement announces that in the coming months, the federal government will undertake measures to remove the barriers to internal labour mobility.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<hr \/>\n<p><b>Read More<\/b><\/p>\n<p><a href=\"https:\/\/immigration.ca\/fr\/canadas-immigration-ministers-met-in-toronto-with-aim-of-improving-system\/\">Canada\u2019s Immigration Ministers Met In Toronto With Aim Of Improving System<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/how-to-apply-for-canadas-start-up-visa-from-india\/\">How to Apply for Canada\u2019s Start-Up Visa from India<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/new-quebec-immigrant-investor-program-qiip-2024-to-open\/\">New Quebec Immigrant Investor Program (QIIP) 2024 to Open<\/a><\/p>\n<hr \/>\n<p>By leveraging federal transfers, and other funding, Ottawa is hoping to encourage provinces and territories to cut the red tape that impedes the movement of workers, particularly in construction, healthcare and childcare.<\/p>\n<p>The measures are to include:<\/p>\n<ul>\n<li>working with provinces and territories towards full interprovincial labour mobility for construction and healthcare workers to meet labour market needs;<\/li>\n<li>expanding on the success of the Red Seal Program to improve the mobility of tradespeople and eliminate further barriers, such as duplicative credential recognition, and;<\/li>\n<li>ensuring provinces and territories welcome healthcare professionals from anywhere in Canada by leveraging the nearly $200 billion federal healthcare funding deal announced in February.<\/li>\n<\/ul>\n<p>Earlier this year, Immigration, Refugees and Citizenship\u00a0Canada\u00a0(IRCC) announced\u00a0Canada\u2019s Express Entry system would begin targeting 82 jobs in healthcare, technology, the trades, transport and agriculture. The flagship Express Entry selection system had previously only conducted draws based on\u00a0immigration\u00a0programs, not by targeting specific occupations.<\/p>\n<p>Candidates hoping to immigrate through Express Entry occupation-targeted draws need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible, experience that can have been gained while working in Canada as a temporary foreign workers with a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/visa-de-travail-canadien-travailler-au-canada\/\">work permits<\/a>\u00a0or as an international student with a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/travailler-etudier-au-canada\/\">student visa<\/a>.<\/p>\n<p>Under the changes announced at the end of May, the Express Entry streams, including the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/travailleurs-qualifies-vue-densemble\/\">Federal Skilled\u00a0Worker<\/a>\u00a0(FSW) program,\u00a0<a href=\"https:\/\/immigration.ca\/fr\/programme-des-travailleurs-de-metiers-specialises\/\">Federal Skilled Trades<\/a>\u00a0(FST) program and\u00a0<a href=\"https:\/\/immigration.ca\/fr\/categorie-de-lexperience-canadienne\/\">Canadian Experience Class<\/a>\u00a0(CEC), as well as parts of the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/appercu-des-programmes-des-candidats-des-provinces\/\">Provincial Nominee Programs<\/a>\u00a0(PNP) are now more responsive\u00a0to\u00a0labour market needs.<\/p>\n<h3>Express Entry Programs Opened Up To Occupation-Specific Draws This Summer<\/h3>\n<p>\u201cEverywhere I go, I\u2019ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,\u201d said then-Immigration\u00a0Minister Sean Fraser.<\/p>\n<p>\u201cThese changes\u00a0to\u00a0the Express Entry system will ensure that they have the skilled workers they need\u00a0to\u00a0grow and succeed.\u00a0 We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates\u00a0to\u00a0help ensure the vitality of French-speaking communities.\u201d<\/p>\n<p>Canada\u00a0first signalled its intention\u00a0to\u00a0start occupation-specific draws through Express Entry in June last year, when changes were made\u00a0to\u00a0the\u00a0<i>Immigration, Refugee and Protection Act<\/i>\u00a0to\u00a0allow invitations based on occupations and other attributes, such as language ability.<\/p>\n<hr \/>\n<p><b>Video<\/b><\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/9pMHa85qwJU\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<p>The majority of\u00a0Canada\u2019s provinces have been issuing occupation-specific invitations for several years.<\/p>\n<p>Under the changes\u00a0to\u00a0the act, the\u00a0immigration\u00a0minister is required\u00a0to\u00a0consult provinces and territories, members of industry, unions, employers, workers,\u00a0worker\u00a0advocacy groups, settlement provider organizations, and\u00a0immigration\u00a0researchers and practitioners, before announcing new categories.<\/p>\n<p>IRCC must also report\u00a0to\u00a0parliament each year on the categories that were chosen and the reason for the choices.<\/p>\n<p>Employment and Social Development\u00a0Canada\u00a0(ESDC) says the number of occupations facing shortages doubled between 2019 and 2021.
