and bring in more workers needed to build the housing Canadians need.<\/p>\n<p class=\"p1\">\u201cConstruction of new homes is critical to addressing housing affordability and availability in Canada but persistent labour shortages is one of the obstacles slowing progress,\u201d says Stefan Fournier, executive director of the Conference Board of Canada.<\/p>\n<p class=\"p1\">\u201cAllocating a small number of immigration places within the existing immigration levels plan to occupations that are core to residential construction could mitigate labour shortages and advance the building of new homes.\u201d<\/p>\n<p class=\"p1\">In its latest report, <i>Work In Progress: How Immigration Can Address Labour Shortages In Residential Construction<\/i>, the Conference Board lays out five recommendations for the Canadian government to resolve the perceived housing crisis.<\/p>\n<hr \/>\n<p class=\"p1\"><b>Read More<\/b><\/p>\n<p class=\"p2\"><span class=\"s1\"><a Colombians, Haitians And Venezuelans<\/span><\/a><\/span><\/p>\n<hr \/>\n<p class=\"p1\">Those recommendations highlight the need of immigration to build up Canada\u2019s workforce and include:<\/p>\n<ol class=\"ol1\">\n<li class=\"li1\">Ensure that immigration programs support an expanded supply of workers with experience in the trades, such as occupations in residential construction.<\/li>\n<li class=\"li1\">Monitor outcomes in category-based selection and the pilot for out-of-status construction workers<\/li>\n<li class=\"li1\">Create a pilot immigration program for people with experience as construction trades helpers and labourers.<\/li>\n<li class=\"li1\">Reduce barriers to licensing in regulated professions.<\/li>\n<li class=\"li1\">Work with employers to improve credential recognition for all occupations.<\/li>\n<\/ol>\n<p class=\"p1\">Michael Bourque, chief executive officer at the Canadian Real Estate Association (CREA) which collaborated on the report along with the British Columbia Real Estate Association (BCREA) and Ontario Real Estate Association (OREA), says more immigrants are needed to build the housing Canadians need.<\/p>\n<p class=\"p1\">\u201cEach day we see the impact that a lack of housing supply is having on Canadians from coast to coast,\u201d says Bourque.<\/p>\n<p class=\"p1\">\u201cWithout policy intervention, Canada will not have the workers required to meet its ambitious homebuilding targets and Canadians will continue to face challenges whether they are looking to purchase or rent a home.\u201d<\/p>\n<h3 class=\"p1\">Construction Industry Facing 12,000-Worker Shortage Annually Without Immigration<\/h3>\n<p class=\"p1\">Ottawa estimates 3.5 million homes need to be built over the coming six years with Canada\u2019s residential construction industry to grow 15 per cent during that period but that could result in a structural labour shortage of 12,000 jobs per year on average.<\/p>\n<p class=\"p1\">Immigration Minister Marc Miller has already bemoaned the paucity of people to build homes in Canada, tweeting about the problem in August.<\/p>\n<hr \/>\n<p class=\"p1\"><b>Watch allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<p class=\"p1\">\u201cWith provinces like Ontario needing 100,000 workers to meet their housing demands, it is clear that immigration will play a strong role in creating more homes for Canadians,\u201d Miller tweeted in response to a Global News report that month. \u201cCanada is losing ten of thousands of construction jobs.\u201d<\/p>\n<p class=\"p1\">Among the ways, Immigration, Refugees and Citizenship Canada (IRCC) is trying to meet that need for skilled labourers in the construction industry is through occupation-targeted draws which were announced in May this year.<\/p>\n<p class=\"p1\">Among the 82 occupations which now qualify for <a href=\"https:\/\/immigration.ca\/fr\/immigration-au-canada-apercu\/\"><span class=\"s3\">permanent residence<\/span><\/a>\u00a0here through occupation-targeted\u00a0<a href=\"https:\/\/immigration.ca\/fr\/canada-express-entry-immigration\/\"><span class=\"s3\">Express Entry<\/span><\/a>\u00a0system draws are 10 which directly contribute to the construction of housing in Canada, including:<\/p>\n<ul class=\"ul1\">\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/fr\/how-to-immigrate-to-canada-as-a-residential-and-commercial-installer-or-servicer\/\"><span class=\"s5\">residential and commercial installers and servicers<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/how-to-immigrate-to-canada-as-an-elevator-constructor-or-mechanic\/\"><span class=\"s5\">elevator constructors and mechanics<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/fr\/how-to-immigrate-to-canada-as-a-machine-fitter\/\"><span class=\"s5\">machine fitters<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/fr\/how-to-immigrate-to-canada-as-an-hvac-repair-worker\/\"><span class=\"s5\">heating, refrigeration and air conditioning mechanics<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/fr\/how-to-immigrate-to-canada-as-a-construction-millwright-or-industrial-mechanic\/\"><span class=\"s5\">construction millwrights and industrial mechanics<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/how-to-immigrate-to-canada-as-a-carpenter\/\"><span class=\"s5\">carpenters<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/how-to-immigrate-to-canada-as-a-plumber\/\"><span class=\"s5\">plumbers<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a href=\"https:\/\/immigration.ca\/fr\/how-to-immigrate-to-canada-as-a-construction-electrician\/\"><span class=\"s5\">electricians (except industrial and power system)<\/span><\/a><\/span><span class=\"s2\">;<\/span><\/li>\n<li class=\"li2\"><span class=\"s4\"><a installers, repairers and servicers<\/span><\/a><\/span><span class=\"s2\"> .<\/span><\/li>\n<\/ul>\n<p class=\"p1\">The flagship Express Entry selection system had previously only conducted draws based on\u00a0immigration\u00a0programs, not by targeting specific occupations.<\/p>\n<p class=\"p1\">Candidates hoping to immigrate through Express Entry occupation-targeted draws will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations\u00a0to\u00a0be eligible, experience that can have been gained while working in Canada as temporary foreign workers with a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/visa-de-travail-canadien-travailler-au-canada\/\"><span class=\"s3\">work permits<\/span><\/a>\u00a0or as an international student with a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/travailler-etudier-au-canada\/\"><span class=\"s3\">student visa<\/span><\/a>.<\/p>\n<p class=\"p1\">Under the changes announced at the end of May, the Express Entry streams, including the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/travailleurs-qualifies-vue-densemble\/\"><span class=\"s3\">Federal Skilled Worker<\/span><\/a>\u00a0(FSW) program,\u00a0<a href=\"https:\/\/immigration.ca\/fr\/programme-des-travailleurs-de-metiers-specialises\/\"><span class=\"s3\">Federal Skilled Trades<\/span><\/a>\u00a0(FST) program and\u00a0<a href=\"https:\/\/immigration.ca\/fr\/categorie-de-lexperience-canadienne\/\"><span class=\"s3\">Canadian Experience Class<\/span><\/a>\u00a0(CEC), as well as parts of the\u00a0<a href=\"https:\/\/immigration.ca\/fr\/appercu-des-programmes-des-candidats-des-provinces\/\"><span class=\"s3\">Provincial Nominee Programs<\/span><\/a>\u00a0(PNP) are now more responsive\u00a0to\u00a0labour market needs.<\/p>\n<h3 class=\"p1\">Occupation-Targeted Express Entry Draws Eyed As Solution To Resolve Labour Shortages<\/h3>\n<p class=\"p1\">\u201cEverywhere I go, I\u2019ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,\u201d said then-Immigration\u00a0Minister Sean Fraser.<\/p>\n<p class=\"p1\">\u201cThese changes\u00a0to\u00a0the Express Entry system will ensure that they have the skilled workers they need\u00a0to\u00a0grow and succeed.\u00a0 We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates\u00a0to\u00a0help ensure the vitality of French-speaking communities.\u201d<\/p>\n<p class=\"p1\">Canada first signalled its intention\u00a0to\u00a0start occupation-specific draws through Express Entry in June last year, when changes were made\u00a0to\u00a0the\u00a0<i>Immigration, Refugee and Protection Act<\/i>\u00a0to\u00a0allow invitations based on occupations and other attributes, such as language ability.<\/p>\n<p class=\"p1\">The majority of Canada\u2019s provinces have been issuing occupation-specific invitations for several years.<\/p>\n<p class=\"p1\">Under the changes\u00a0to\u00a0the act, the\u00a0immigration\u00a0minister is required\u00a0to\u00a0consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and\u00a0immigration\u00a0researchers and practitioners, before announcing new categories.<\/p>\n<p class=\"p1\">IRCC must also report\u00a0to\u00a0parliament each year on the categories that were chosen and the reason for the choices.<\/p>\n<p class=\"p1\">Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021.
