{"id":125548,"date":"2023-08-21T17:31:19","date_gmt":"2023-08-21T21:31:19","guid":{"rendered":"https:\/\/immigration.ca\/oecd-report-finds-canada-to-be-the-top-destination-for-international-start-up-founders\/"},"modified":"2023-08-21T17:31:19","modified_gmt":"2023-08-21T21:31:19","slug":"oecd-report-finds-canada-to-be-the-top-destination-for-international-start-up-founders","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/oecd-report-finds-canada-to-be-the-top-destination-for-international-start-up-founders\/","title":{"rendered":"OECD Report Finds Canada to be the Top Destination for International Start-Up Founders"},"content":{"rendered":"<p>In a first-ever ranking focusing on international entrepreneurs \u2013 and based on the OECD <i>Indicators of Talent Attractiveness<\/i> \u2013 Canada was deemed by the Organization for Economic Co-Operation and Development\u2019s (OECD) 2023 <i>Migration Policy Debates <\/i>report to be the most attractive country for immigrant start-up founders within the intergovernmental institution in question.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The indicators, which were collaboratively developed by the OECD and the Bertelsmann Stiftung, measure the relative attractiveness of countries from a multidimensional perspective on the metrics of quality of opportunity, income and tax, future prospects, skills environment, family environment, inclusiveness, quality of life, and visa and admission policy.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In doing so, the <i>Indicators of Talent Attractiveness<\/i> consider both the migration policy framework and other factors that influence countries\u2019 ability to attract and retain foreign talent of various types; the \u201ctype\u201d focused on by the 2023 report was immigrant start-up founders.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>Of its 22 OECD peers, <a href=\"https:\/\/immigration.ca\/start-up-visa-program\/\">Canada\u2019s start-up visa<\/a> scored among the top 25% on all dimensions of the measurement tool except skills environment, offering several advantages for prospective start-up founders.<\/p>\n<p>For example, it has a significant number of unicorns, a favorable regulatory framework for starting and running a business, a welcoming society for migrants, and comfortable living conditions.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<hr \/>\n<p><b>Read More:<\/b><\/p>\n<ul>\n<li><a href=\"https:\/\/immigration.ca\/fr\/opinion-piece-argues-that-the-liberal-party-has-broken-canadas-immigration-system\/\">Opinion Piece Argues That the Liberal Party Has \u201cBroken Canada\u2019s Immigration System\u201d<\/a><\/li>\n<li><a href=\"https:\/\/immigration.ca\/fr\/international-experience-canada-program\/\">International Experience Canada Program<\/a><\/li>\n<li><a href=\"https:\/\/immigration.ca\/fr\/quebec-issues-1384-invitations-to-apply-for-immigration-in-arrima-draw\/\">Quebec issues 1,384 invitations to apply for immigration in Arrima draw<\/a><\/li>\n<\/ul>\n<hr \/>\n<p>Together with Australia, it is also the only country on the list that offers permanent residence to successful start-up visa applicants from day one.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The report postulates that countries with a strong culture of innovation and entrepreneurship, such as Canada, the United States, and the United Kingdom, are in favorable position to be attracting the top talent.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>However, these countries are not the only ones acting as foreign entrepreneur hot-spots.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Talent from across the world is flooding into the OECD job market through an increasing number of start-up visa programs, as member countries are in increasing need of innovation, job creation, foreign investment, and increased competitiveness in the \u201cglobalized knowledge economy.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Such is the influence of foreign entrepreneurs that in the United States, 55% of the top start-up companies were found by immigrants, and nearly two-thirds of all billion-dollar companies were co-founded by immigrants or the children of immigrants.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Since 2010, 22 of OECD countries have thus introduced specific visa programs and schemes for foreign entrepreneurs.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h3>Expansion of the Canada Start-Up Visa Program in 2023<\/h3>\n<p>As the first six months of 2023 wrapped up, the Canada start-up visa (SUV) immigration program witnessed a <a href=\"https:\/\/immigration.ca\/fr\/start-up-visa-attracted-6-3-per-cent-more-immigrant-entrepreneurs-in-first-half-of-this-year-compared-to-last-year\/\">6.3 rise in the number of new permanent residents<\/a> coming to Canada as entrepreneurs in comparison to the same period last year.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>While the numbers slowed a slight slippage in June (going from 75 in May to 65 in the proceeding month), the overall trend shows a hike.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In the first six months of 2023, 335 new PRs were welcomed to Canada under the SUV program; this is the start of a long-term expansion of this immigration pathway, which is poised to bear witness to a rise over the next three years (from 3,500 newcomers in 2023 to 6,000 newcomers in 2025, under the federal business category).<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The most popular destinations for start-up candidates are <a href=\"https:\/\/immigration.ca\/fr\/immigration-colombie-britannique\/\">British Columbia<\/a> and <a href=\"https:\/\/immigration.ca\/fr\/immigration-ontario\/\">Ontario<\/a>, with the former welcoming 125 and the latter receiving 155 new PRs by the end of June.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The fastest growth rate for the program, however, was witnessed in the Prairie province of <a href=\"https:\/\/immigration.ca\/fr\/immigration-manitoba\/\">Manitoba<\/a>, where it welcomed 40 percent more newcomers in the first half of 2023 compared to the same period in 2022.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<hr \/>\n<p><b>Watch video:<\/b><\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/j9RiUc9E8Zc?si=yUodFLyghLI6GAvh\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<h3>How the Start-Up Visa Works<\/h3>\n<p>Recognized as the fastest North American immigration program for business immigrants (at 37 months to gain permanent residence), the start-up visa allows candidates to come to Canada on a work permit supported by their designated investor before they are granted PR.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Under its tenets, foreign entrepreneurs with an approved business plan and recognized by one or more designated organizations (venture capitalists, angel investors, and\/or business incubators) are provided with a Letter of Support (LOS), after which a PR application is submitted.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The following is a list of designated organizations:<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h3>Venture capital funds<\/h3>\n<p>A designated venture capital fund must confirm that it is investing at least $200,000 into the qualifying business.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Candidates can also qualify with two or more commitments from designated venture capital funds totalling $200,000.<\/p>\n<ul>\n<li>7 Gate Ventures<\/li>\n<li>Alt Ventures<\/li>\n<li>Apex Innovative Investments Ventures<\/li>\n<li>Arete Pacific Tech Ventures (VCC) Corp<\/li>\n<li>BCF Ventures<\/li>\n<li>BDC Venture Capital<\/li>\n<li>Celtic House Venture Partners<\/li>\n<li>Extreme Venture Partners LLP<\/li>\n<li>First Fund<\/li>\n<li>Golden Venture Partners Fund, LP<\/li>\n<li>INP Capital<\/li>\n<li>iNovia Capital Inc.<\/li>\n<li>Intrinsic Venture Capital<\/li>\n<li>Lumira Ventures<\/li>\n<li>Invest Nova Scotia<\/li>\n<li>PRIVEQ Capital Funds<\/li>\n<li>Real Ventures<\/li>\n<li>Red Leaf Capital Corp<\/li>\n<li>Relay Ventures<\/li>\n<li>ScaleUp Venture Partners, Inc.<\/li>\n<li>Tangentia Ventures<\/li>\n<li>Top Renergy Inc.<\/li>\n<li>Vanedge Capital Limited Partnership<\/li>\n<li>Version One Ventures<\/li>\n<li>WhiteHaven Venture<\/li>\n<li>Westcap Management Ltd.<\/li>\n<li>Yaletown Venture Partners Inc.<\/li>\n<li>York Entrepreneurship Development Institute (YEDI) VC Fund<\/li>\n<\/ul>\n<h3>Angel investor groups<\/h3>\n<p>A designated angel investor must invest a minimum of $75,000 into the qualifying business.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Candidates can also qualify with two or more investments from angel investor groups totalling $75,000.<\/p>\n<ul>\n<li>Canadian International Angel Investors<\/li>\n<li>Ekagrata Inc.<\/li>\n<li>Golden Triangle Angel Network<\/li>\n<li>Keiretsu Forum Canada<\/li>\n<li>Oak Mason Investments Inc.<\/li>\n<li>TenX Angel Investors Inc.<\/li>\n<li>VANTEC Angel Network Inc.<\/li>\n<li>York Angel Investors Inc.<\/li>\n<\/ul>\n<h3>Business incubators<\/h3>\n<p>A designated business incubator must accept the applicant into its\u00a0<a href=\"https:\/\/immigration.ca\/canadas-start-up-visa-what-is-a-business-incubator\/\">business incubator\u00a0<\/a>program.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>It is\u00a0up\u00a0to the immigrant investor to develop a viable business plan that will meet the due diligence requirements of these government-approved designated entities.<\/p>\n<ul>\n<li>Alacrity Foundation<\/li>\n<li>Alberta Agriculture and Forestry\n<ul>\n<li>Agrivalue Processing Business Incubator<\/li>\n<li>Food Processing Development Centre<\/li>\n<\/ul>\n<\/li>\n<li>Alberta IoT Association<\/li>\n<li>Altitude Accelerator<\/li>\n<li>Bhive<\/li>\n<li>Biomedical Commercialization Canada Inc. (operating as Techstars Canada)<\/li>\n<li>University of Toronto Entrepreneurship Hatchery<\/li>\n<li>ventureLAB Innovation Centre<\/li>\n<li>VIATEC<\/li>\n<li>Waterloo Accelerator Centre<\/li>\n<li>York Entrepreneurship Development Institute<\/li>\n<li>YSpace (York University)<\/li>\n<\/ul>\n<p>Business development and investment are usually pursued with the help of business consultants in Canada\u2019s start-up ecosystem, with oversight from experienced corporate business immigration lawyers who can ensure that a start-up\u2019s business concept meets all industry-required terms and conditions.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The basic government-imposed candidate eligibility requirements for the\u00a0SUV\u00a0are:<\/p>\n<ul>\n<li>a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/canada-start-up-visa-what-are-the-business-ownership-rules\/\">qualifying business<\/a>;<\/li>\n<li>a\u00a0<a href=\"https:\/\/immigration.ca\/fr\/canada-start-up-visa-what-is-a-commitment-certificate-and-letter-of-support-and-how-do-i-get-one\/\">commitment certificate and letter of support from a designated entity<\/a>;<\/li>\n<li>sufficient unencumbered, available, and transferable settlement funds to meet settlement funding, and;<\/li>\n<li>proficiency in English or French at the minimum Canadian Language Benchmark level 5.
