{"id":112044,"date":"2023-03-09T18:33:07","date_gmt":"2023-03-09T23:33:07","guid":{"rendered":"https:\/\/immigration.ca\/quebec-beefs-up-workplace-safety-for-the-rising-number-of-temporary-foreign-workers-in-the-province\/"},"modified":"2023-03-09T18:33:07","modified_gmt":"2023-03-09T23:33:07","slug":"quebec-beefs-up-workplace-safety-for-the-rising-number-of-temporary-foreign-workers-in-the-province","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/quebec-beefs-up-workplace-safety-for-the-rising-number-of-temporary-foreign-workers-in-the-province\/","title":{"rendered":"Quebec beefs up workplace safety for the rising number of temporary foreign workers in the province"},"content":{"rendered":"<p>Quebec is beefing up workplace safety for foreign nationals in the province after seeing the number of <a href=\"https:\/\/immigration.ca\/fr\/the-quebec-lmia-application-process\/\">temporary foreign workers<\/a> in the francophone province spike in the past two years.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cThe number of temporary foreign workers in Quebec is increasing every year, and particularly since Ottawa has granted us more flexibility in the wake of recent negotiations,\u201d said Quebec Labour Minister Jean Boulet in French in a statement.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<hr \/>\n<p><b>Read more:<\/b><\/p>\n<p><a href=\"https:\/\/immigration.ca\/fr\/british-columbia-issues-at-least-274-canada-immigration-invitations-in-new-pnp-draws\/\">British Columbia Issues At Least 274 Canada Immigration Invitations In New PNP Draws<\/a><span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/immigration.ca\/fr\/canada-looks-to-boost-immigration-from-philippines-with-new-manila-processing-centre\/\">Canada Looks To Boost Immigration From Philippines With New Manila Processing Centre<\/a><\/p>\n<p><a href=\"https:\/\/immigration.ca\/fr\/india-and-china-were-the-top-sources-of-new-permanent-residents-to-canada-in-2022\/\">India And China Were The Top Sources Of New Permanent Residents To Canada In 2022<\/a><\/p>\n<hr \/>\n<p>\u201cThis labour force is more and more involved in all sectors of our economy throughout Quebec,\u201d he said. \u201cIt is crucial to remember they have the same rights and obligations of any other worker in Quebec and that we will continue to offer effective, concrete help to employers.\u201d<\/p>\n<h3>CNESST is more than doubling number of workplace safety officers for temporary foreign workers<\/h3>\n<p>This summer, the province\u2019s workplace safety commission, the Commission des Normes, de l&rsquo;\u00c9quit\u00e9, de la Sant\u00e9 et de la S\u00e9curit\u00e9 du Travail (CNESST), is going to more than double its squad for workplace safety and prevention officers who check on working conditions for temporary foreign workers.<\/p>\n<p>Quebec is beefing up that team which now consists of 10 workplace prevention officers by 12 ahead of the summer season when the province sees the arrival of many temporary foreign workers in the agricultural sector.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Quebec Immigration Minister Christine Fr\u00e9chette says her department, the Ministre de l&rsquo;Immigration, de la Francisation et de l&rsquo;Int\u00e9gration (MIFI), is also gearing up to welcome these anticipated temporary foreign workers this summer and provide them with settlement services to help them integrate into Quebecois society.<\/p>\n<p>\u201cMIFI is also offering services to businesses which employ temporary foreign workers and will inform them on the conditions to which they must adhere, the rights and responsibilities of employers,\u201d said Fr\u00e9chette in French in a statement.<\/p>\n<p>Last year, Quebec welcomed a record-breaking 51,260 foreign nationals through the <a href=\"https:\/\/immigration.ca\/fr\/international-mobility-program\/\">International Mobility Program<\/a> (IMP), up almost 18.4 per cent from the 43,295 in 2021.<\/p>\n<h3>Workers arriving in Quebec through the IMP and TFWP hit record levels last year<\/h3>\n<p>The previous record for temporary workers coming to Quebec through the IMP had been set in 2019, the last full year before the COVID-19 pandemic, when the province welcomed 44,795 workers through that program.<\/p>\n<p>Since 2015, the number of workers coming to Quebec through the IMP has increased by almost 74.5 per cent, from 29,380 to last year\u2019s 51,260.<\/p>\n<p>Quebec also benefits from foreign nationals coming to the province through the <a href=\"https:\/\/immigration.ca\/fr\/visa-de-travail-canadien-travailler-au-canada\/\">Temporary Foreign Worker Program<\/a> (TFWP) and welcomed a record-breaking 38,505 of them last year, up 27 per cent from the 30,310 TFWP workers in 2021.<\/p>\n<p>Since 2015, the number of TFWP workers in Quebec has more than tripled, jumping from 11,500 to 38,505 last year. That\u2019s an increase of 234.8 per cent.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Together, the IMP and the TFWP provided Quebec with 89,765 workers last year, far more than the 68,685 new permanent residents it received.<\/p>\n<h3><b>Quebec welcomes more temporary workers than <\/b>permanent<b> residents every year<\/b><\/h3>\n<p>During the height of the COVID-19 pandemic in 2020, there were only 55,710 temporary foreign workers in Quebec through the IMP and TFWP, or 61.1 per cent fewer than last year.<\/p>\n<p>This year, Quebec is expecting to welcome even more temporary foreign workers than ever.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>With temporary workers playing such an important role in Quebec\u2019s economy, the province wants to be doubly sure they are treated properly by employers.<\/p>\n<p>\u201cThe CNESST is particularly sensitive to the situation facing temporary foreign workers in Quebec,\u201d said Manuelle Oudar, the organization\u2019s president and executive director.<\/p>\n<p>\u201cThis is why the CNESST takes proactive action to ensure safe, secure and healthy working conditions.
