{"id":10787,"date":"2016-09-08T20:24:35","date_gmt":"2016-09-08T20:24:35","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/fr\/?p=10787"},"modified":"2016-09-08T20:24:35","modified_gmt":"2016-09-08T20:24:35","slug":"immigration-minister-mccallum-flies-brussels-hold-crucial-visa-talks","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/immigration-minister-mccallum-flies-brussels-hold-crucial-visa-talks\/","title":{"rendered":"Immigration Minister McCallum Flies to Brussels to Hold Crucial Visa Talks"},"content":{"rendered":"<p>Canada\u2019s Immigration Minister John McCallum will fly to the European Union\u2019s headquarters in Brussels on Sunday as the deadline looms in the wrangle over travel visas.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" id=\"img9891\" class=\"alignright\" title=\"Immigration Minister McCallum Flies to Brussels to Hold Crucial Visa Talks\" src=\"https:\/\/immigration.ca\/images\/pics\/JOHN-MCCALLUM.jpg\" alt=\"Canada\u2019s Immigration Minister John McCallum will fly to the European Union\u2019s headquarters in Brussels on Sunday as the deadline looms in the wrangle over travel visas.\" width=\"382\" height=\"191\" border=\"0\" \/><\/p>\n<p>With discussions on visa requirements increasingly linked to the ratification of a crucial trade deal, McCallum must tread a fine line after the uncertainty created by Britain\u2019s vote to exit the EU.<\/p>\n<p>Romania and Bulgaria are set to veto the Comprehensive Economic Trade Agreement (CETA) if Canada does not grant their citizens visa-free travel as part of new EU reciprocity rules.<\/p>\n<p>Canada has previously said neither country meets requirements for visa-free travel, with McCallum stating \u2018we don&rsquo;t do it in terms of reciprocity\u2019.<\/p>\n<p>But Romanian Prime Minister Dacian Ciolos visited Canada in June and it said to have agreed to work together with Prime Minister Justin Trudeau to solve the issue.<\/p>\n<p>The EU had been expected to ratify CETA at European Parliament level, but after turbulence created by the so-called \u2018Brexit\u2019 vote, part of the ratification process will now take place at state level, meaning it must pass through the individual parliaments of all 28 members.<\/p>\n<hr \/>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\" width=\"234\"><strong>Key Facts on Canada-EU Visa Reciprocity<\/strong><\/p>\n<ul>\n<li>EU introduced rule in 2014 saying all countries with visa-free access must provide same privilege for all member states.<\/li>\n<li>Countries including Canada and US given two years to comply.<\/li>\n<li>Canada does not allow visa-free travel for Bulgarians or Romanians.<\/li>\n<li>Deadline expired on April 12, was extended to July 12.<\/li>\n<li>No agreement likely to mean Canadians will need visas to travel to Schengen area (not including UK and Ireland).<\/li>\n<li>Romanians using recent lifting of Mexican visa requirement as part of their argument.<\/li>\n<\/ul>\n<\/td>\n<td valign=\"top\" width=\"234\"><strong>Key Facts on CETA<\/strong><\/p>\n<ul>\n<li>Canada-EU trade deal has been 7 years in the making.<\/li>\n<li>Would eliminate duties on thousands of products, covering 95 per cent of everything Canada sells to Europe<\/li>\n<li>Would give Canada car manufacturers, plus beef and pork producers, significant access to EU markets.<\/li>\n<li>Initially faced fierce opposition in France and Germany.<\/li>\n<li>Opposed by one of Belgium\u2019s four parliamentary houses.<\/li>\n<li>Romania has linked its support for deal directly to visa reciprocity.<\/li>\n<li>Formal signing of deal was expected in October, but now likely to de delayed.<\/li>\n<li>\u2018Brexit\u2019 created further uncertainty due to Britain\u2019s involvement in the deal.<strong>\u00a0<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<hr \/>\n<p>Canada\u2019s International Trade Minister Chrystia Freeland has been leading the negotiations and is confident the majority of the deal will be in place by 2017.<\/p>\n<p>Romania\u2019s Ciolos directly linked his country\u2019s support for CETA to the visa reciprocity requirement during his trip, saying: \u00ab\u00a0There&rsquo;s no way the Romanians could accept being treated as secondary EU nationals.\u00a0\u00bb<\/p>\n<p>Romania sees its case for visa-free travel as stronger than Mexico\u2019s.
