{"id":10773,"date":"2016-09-08T20:18:22","date_gmt":"2016-09-08T20:18:22","guid":{"rendered":"https:\/\/immigrationca.staging.wpengine.com\/fr\/?p=10773"},"modified":"2016-09-08T20:18:22","modified_gmt":"2016-09-08T20:18:22","slug":"federal-government-relaxes-caps-temporary-foreign-workers","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/federal-government-relaxes-caps-temporary-foreign-workers\/","title":{"rendered":"Federal Government Relaxes Caps on Temporary Foreign Workers"},"content":{"rendered":"<p>The federal government has frozen caps on the number of Temporary Foreign Workers a business can hire.<\/p>\n<p>Limits were due to be reduced from 20 per cent to 10 per cent of a company\u2019s workforce from July 1.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" id=\"img3696\" class=\"alignright\" title=\"Federal Government Relaxes Caps on Temporary Foreign Workers\" src=\"https:\/\/immigration.ca\/images\/workers.jpg\" alt=\"The federal government has frozen caps on the number of Temporary Foreign Workers a business can hire.\" width=\"396\" height=\"264\" border=\"0\" \/><\/p>\n<p>But following a review of the <a href=\"https:\/\/immigration.ca\/canada-work-visa\/\">Temporary Foreign Worker Program<\/a>, the Liberals have decided to keep the cap at 20 per cent for the foreseeable future.<\/p>\n<p>The move was welcomed overall, although many businesses say they had already begun reducing numbers in anticipation of the cap deadline.<\/p>\n<hr \/>\n<h3>The steps to a Canadian TFWP visa\u00a0(Each step is fully explained <a href=\"https:\/\/immigration.ca\/how-to-apply-for-canadian-temporary-work-permit\/\">here<\/a>)<\/h3>\n<ul>\n<li>Determine if you require a work permit to work in your desired job in Canada<\/li>\n<li>Determine if you are eligible to apply for a Canadian temporary work permit<\/li>\n<li>Determine if you will apply online or on paper<\/li>\n<li>Obtain a positive Labour Market Impact Assessment (LMIA) from your potential employer, if required<\/li>\n<li>Obtain a temporary job offer from your potential employer<\/li>\n<li>Gather required documents and forms<\/li>\n<li>Pay fees<\/li>\n<li>Submit application<\/li>\n<\/ul>\n<hr \/>\n<p>Meat processing plants in Alberta have been feeling the impact of the caps, left understaffed and forced to waste product due to a lack of available butchers.<\/p>\n<p>It means they have been unable to obtain a full range of cuts from animals, and they are now relieved that the prospect of having to reduce foreign staff further has been removed.<\/p>\n<p>But the decision comes too late in the day for those in the hotel and restaurant industry, who are already in the full swing of the summer season.<\/p>\n<h3>Stop-Gap Measure<\/h3>\n<p>Business owners welcomed the policy shift in general, but regretted the fact their staff numbers would not benefit during this current busy period.<\/p>\n<p>Many in the industry have been planning for the cap reduction for months, meaning an announcement a week before it was due to happen is simply too late.<\/p>\n<p>Others say keeping the cap at 20 per cent is ok as a stop-gap measure, but that the system needs to be totally revamped because arbitrary limits do not account for the requirements of individual businesses.<\/p>\n<p>The TFWP caps were introduced by the previous Conservative government to address concerns the program was being abused by employers and that foreign workers were taking jobs away from Canadians.<\/p>\n<h3>Pathway to Permanent Residency<\/h3>\n<p>The federal review of the program is ongoing, with results expected in September.<\/p>\n<p>There have been calls for all TFWs to be given a\u00a0<a href=\"https:\/\/immigration.ca\/union-calls-temporary-workers-become-permanent-residents\/\">pathway to permanent residence<\/a>\u00a0in Canada, but this suggestion appears short-sighted.<\/p>\n<p>Migrant workers and Canadians alike must be protected against exploitation by employers.
