Whether that will be a relaxing of the cap for some industries or a scrapping of it altogether remains to be seen.<\/p>\n<p style=\"text-align: justify;\">Portia MacDonald-Dewhirst, executive director of the Canadian Agricultural Human Resource Council, told the TFWP review hearing how stations sit empty in meat processing plants.<\/p>\n<p style=\"text-align: justify;\">Without butchers, experts say it is impossible to get a full range of cuts of beef, meaning waste increases per animal.<\/p>\n<hr \/>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-8656 \" src=\"https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Canada-Top-Temporary-Foreign-Workers-by-Source-Country.png\" alt=\"Canada Top Temporary Foreign Workers by Source Country\" width=\"494\" height=\"272\" srcset=\"https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Canada-Top-Temporary-Foreign-Workers-by-Source-Country.png 989w, https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Canada-Top-Temporary-Foreign-Workers-by-Source-Country-300x165.png 300w, https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Canada-Top-Temporary-Foreign-Workers-by-Source-Country-768x422.png 768w, https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Canada-Top-Temporary-Foreign-Workers-by-Source-Country-280x154.png 280w\" sizes=\"(max-width: 494px) 100vw, 494px\" \/><\/p>\n<hr \/>\n<p style=\"text-align: justify;\">Stephen Harper\u2019s Conservatives introduced caps in an attempt to get employers to hire more Canadian workers.<\/p>\n<p style=\"text-align: justify;\">It started at 30 per cent in 2014, then worked its way down over the next two years. They apply to businesses with 10 or more people, although caregivers and primary agriculture are exempt.<\/p>\n<p style=\"text-align: justify;\">Dan Kelly, president of the Canadian Federation of Independent Business, says the caps make TFWP almost useless to small operations.<\/p>\n<p style=\"text-align: justify;\">A motel in a remote area with 10 staff could only have one TFW. It may find it tough to hire people, but easily hits the cap.<\/p>\n<p style=\"text-align: justify;\">Kelly is positive about the changes that are apparently coming.<\/p>\n<hr \/>\n<h3>The steps to a Canadian TFWP visa\u00a0<em>(Each step is fully explained\u00a0<a href=\"https:\/\/immigration.ca\/how-to-apply-for-canadian-temporary-work-permit\/\">here<\/a>)<\/em><\/h3>\n<ol style=\"text-align: justify;\">\n<li>Determine if you require a work permit to work in your desired job in Canada<\/li>\n<li>Determine if you are eligible to apply for a Canadian temporary work permit<\/li>\n<li>Determine if you will apply online or on paper<\/li>\n<li>Obtain a positive\u00a0<a href=\"https:\/\/immigration.ca\/labour-market-impact-assessments-lmias\/\">Labour Market Impact Assessment<\/a>\u00a0(LMIA) from your potential employer, if required<\/li>\n<li>Obtain a temporary job offer from your potential employer<\/li>\n<li>Gather required documents and forms<\/li>\n<li>Pay fees<\/li>\n<li>Submit application<\/li>\n<\/ol>\n<hr \/>\n<p style=\"text-align: justify;\">There have also been calls for all TFWs to be given a\u00a0<a href=\"https:\/\/immigration.ca\/union-calls-temporary-workers-become-permanent-residents\/\">pathway to permanent residence<\/a>\u00a0in Canada, but this suggestion appears short-sighted.<\/p>\n<p style=\"text-align: justify;\">Migrant workers and Canadians alike must be protected against exploitation by employers.
